Morales, City Manage DATE: June 23, 2020 SUBJECT: Recommended Water and Waste ater Projects for FY 2021 The purpose of this Letter to Commission is to provide the Mayor and City Commission with the information requested at the June 16, 2020 Finance and Economic Resilience Committee (FERC), related to Water and Wastewater Projects. At the March 18, 2020 meeting, the City Commission adopted Resolution No. 2020-31211, accepting the recommendation of the FERC at its February 28, 2020 meeting, accepting the Five-Year Critical Needs Capital Plan for the Water and Wastewater System. The Resolution contained by reference a Critical Needs Project Priority List for the Water and Wastewater Systems. This list specified the projected critical projects to be completed during the five-year period (Exhibit A - Resolution and Critical Projects list). At the June 16, 2020 FERC meeting, several water and wastewater projects were listed as recommended Capital Projects for the Fiscal Year 2021 proposed budget. These projects are enumerated below, and a column has been provided to clarify if the projects are contained within the approved Five-Year Critical Needs Capital Plan. Two Projects, the FOOT Utilities Relocation and the DERM & EPA Consent Decree, are not contained within the Five- Year Critícal Need Capital Plan. The FOOT Utilities Relocation Project is an ongoing project that is required to maintain our water and wastewater infrastructure within State rights-of-way. The DERM & EPA Consent Decree Project is an ongoing regulatory compliance requirement to address flow through provisions from the Miami Dade County 1993 and 2013 Consent Decrees, as well as other DERM requirements.
