SUBJECT: Palm & Hibiscus Island Neighborhood Improvements Projects Update
The purpose of this Letter to Commission is to provide an update to the Mayor and City
Commission for the Palm & Hibiscus Island Neighborhood Improvements Project.
The overall project, including the generators, is 95% complete. The design of the private property
drainage inlets, for qualifying properties under the City's drainage policy, is complete. Of the 69
properties on Palm Island which qualify for installation of inlets, 19 have declined any work, 39
have signed agreements with the City, 7 are under final review by the residents, 3 will have inlets
installed within the right of way and 1 remains pending due to the inability to contact the property
owner. Of the 14 properties which qualify on Hibiscus Island, 7 have declined any work, 4 have
signed agreements with the City and 3 will have inlets installed within the right of way.
Resubmittal to DERM of private property drainage connection permit packages for both Palm and
Hibiscus Islands has been completed. On June 11 and 12, 2020, DERM issued 3 permits for
installation of new drainage inlets for a total of 30 properties throughout both islands. The permits
issued were for 2 properties receiving inlets within the right of way and 25 inlets within private
property on Palm Island, and 3 properties receiving inlets within the right of way on Hibiscus
Island. Directive to mobilize on site, commence work per issued DERM permits and abandon
temporary inlets has been issued to the design-builder. Currently, the design-builder is preparing
material schedules and submittals for approval by the City and is prepared to mobilize within 2-4
weeks after approval of submittals.
In response to a review by DERM, and a Request for Additional Information, a revised Hibiscus
Island closeout package was submitted on May 7, 2020. The project has since been inspected
by DERM. The final closeout and acceptance by DERM of the storm water collection system is
pending the correction of a violation by a private property, which has stockpiled construction
debris on one of the inlets. The contractor for the private property has received notification to
address the issue; remove the debris and clean the structure. Acceptance and closure of the
conveyance system remains pending. Response to the DERM review, and Request for Additional
Information, for the permit modification and closeout package for Palm Island is pending final
cleaning of storm drain structures and the abandonment of the temporary inlets that are no longer
needed.
New permît submittal packages for 4 private property inlets on Hibiscus and 14 packages for
private property inlets on Palm Island are scheduled to be submitted to DERM by the end of this
month. As a result of coordination with the property owners, the project team has received and
addressed comments. The revised packages have been delivered and 7 packages are under
review by the property owners. The team has been able to contact all but one of the qualifying
property owners. One owner remains unresponsive.
The design-builder has delivered three emergency back-up generators of which two have been
installed. The Hibiscus generator location has been finalized and approved by FPL, the Palm and
Hibiscus Islands Home-Owner's Association (HOA) and the contractor. The design-builder is
revising the design to accommodate this location, ahead of the installation of the generator.
The remaining work to be performed for this project includes the installation of the additional inlets
detailed above, the installation of the generator on Hibiscus Island and the final lift of asphalt and
the installation of pavement markings throughout the islands. In discussions with the HOA, it was
agreed to install the final lift of asphalt for the entire project, or potentially in completed areas,
after all the new drainage inlets have been installed. This will make the look of the neighborhood
consistent at the end of the project. Final pavement markings will be installed after the last layer
of asphalt is installed.
The conduits and transformer pads for the undergrounding of the franchise utilities on Hibiscus
Island have been installed. Currently A TT and ABB have approved the installed system.
Coordination meetings have been held with FPL. FPL has inspected the system and issued a
preliminary approval. The final FPL system approval is pending installation of handholes at
several properties. This work needs to be scheduled by the contractor.
The landscaping, which was mostly funded by the GO Bond, has been installed along the Palm
Island median and is being finalized. The landscaping on the Palm Island west roundabout and
the Hibiscus Island median is being redesigned to incorporate generator and pump station
screening as well as a new maintenance accessway needed for the ongoing maintenance and
operation of the pump stations. The construction of the accessway and landscaping installation
will be performed after the new private drainage inlets have been installed.
