Resolution 2020-31288 RESOLUTION NO. 2020-31288 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT FUNDING (INCLUDING MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) NATIONAL ENDOWMENT FOR THE HUMANITIES, NEH CARES, CULTURAL ORGANIZATIONS GRANT, IN THE APPROXIMATE AMOUNT OF $80,000; 2) U.S. DEPARTMENT OF HOMELAND SECURITY, FISCAL YEAR 2020 ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM, COVID-19 SUPPLEMENTAL ("CARES ACT") FUNDING, IN THE APPROXIMATE AMOUNT OF$165,000; 3) FLORIDA DEPARTMENT OF TRANSPORTATION, PUBLIC TRANSIT SERVICE DEVELOPMENT GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $1,250,000; 4) FLORIDA DEPARTMENT OF STATE, DIVISION OF HISTORICAL RESOURCES, SPECIAL CATEGORY GRANTS PROGRAM, IN THE APPROXIMATE AMOUNT OF $43,200; 5) FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY, REBUILD FLORIDA CRITICAL FACILITY HARDENING PROGRAM, IN THE APPROXIMATE AMOUNT OF $845,000 FOR THE POLICE HEADQUARTERS; $15.7 MILLION FOR WASTEWATER FACILITIES; AND $16 MILLION FOR WATER FACILITIES. WHEREAS, the City of Miami Beach applies for grants and external funding from outside organizations. WHEREAS,the City Administration is requesting approximately$80,000 from the National Endowment for the Humanities, Cultural Organization Grant for the STEAM Art Infusion Project, the details of which are as follows: • The City Administration is requesting funds in the approximate amount of$80,000 for the STEAM Art Infusion Project which will cover partial salaries for Bass employees who manage and coordinate the STEAM Plus Program. Funds will also be used to cover program materials and support Artistic Teachers. • The STEAM Art Infusion (the Program) mission is to strengthen the link between the community and youth by actively engaging teachers, nonprofit arts organizations, artists, school administrators, elected officials, public agencies, and children. Trained "artists in residency" instructors work, with the support of classrooms teachers, to develop and deliver creative arts programming that integrates into an academic subject area such as math, science, language arts or social studies. These artistic instructors design projects for individual classroom experiences and students create art under their direction. Projects are designed to develop student creative capacities, including imagination and critical, flexible and divergent thinking. • The City has requested funds in the amount of$80,000. No match is required; and 1 WHEREAS, the City Administration is requesting approximately $165,000 from the Federal Emergency Management Agency ("FEMA"), Assistance to Firefighters Grant COVID-19 Supplemental Grant, the details of which are as follows: • The City Administration is requesting funds in the approximate amount of $165,000 for Personal Protective Equipment (PPE) reimbursements and immediate use costs for the Fire Department to minimize the exposure and risk of infection while providing life-saving services to the community. • The objective of the Assistance to Firefighters Grants Program's objective is to provide funding directly to Fire Departments for the purpose of protecting the health and safety of the public and first responder personnel against fire and fire-related hazard, as well as protecting first responders against COVID-19. • Reimbursement would permit MBFD to replenish its PPE supplies which, based on current use, will be exhausted by the end of August 2020. By ensuring that the personal safety of our first responders is met, we can better serve the residents and visitors of the City of Miami Beach and prevent cross contamination or viral shedding of those who may be asymptomatic. • The total cost of this project is $181,000. The grant request is for$165,000 and matching funds in the amount of$16,452 will be provided from the Fire Rescue 2020/21 Operating Budget Account#011-1240-000674 and 011-1220-000674; and WHEREAS, the City Administration is requesting approximately $1,250,000 from the Florida Department of Transportation ("FDOT")for the Public Transit Service Development Grant Program, for the South Beach Trolley, the details of which are as follows: • The Public Transit Service Development Program was enacted by the Florida Legislature to provide initial funding for special projects. The program goal is to provide new or innovative techniques or measures that can be used to improve or expand public transit services. Service Development Projects can be for operational, capital or marketing cost. • The City Administration is applying to Florida Department of Transportation (FDOT) for the Public Transit Service Development Grant Program State Fiscal Year 2022, in the approximate amount of$1,250,000, for the operating costs of the South Beach Trolley. • This free trolley service is a reliable transportation alternative that complements the existing transit network and provides connection to regional transit routes. The South Beach Loop trolley service was soft- launched in November 2017 and replaced the County- operated South Beach Local and City- operated Alton-West Loop trolley service. The total cost of operations for the South Beach Loop trolley service is $5,001,451 per year. • The grant requires matching funds in the amount of$3,751,450 and the City will fund the match portion from account No.187-6300-000349-00-403-529-00-00-00; and 2 WHEREAS, the City Administration is requesting $43,200 from the Florida Department of State, Division of Historical Resources, Special.Category Grants, for the restoration of The 41St Street and Pinetree Drive Fountain, the details of which are as follows: • The City Administration requests approval to submit a grant application Florida Department of State, Division of Historical Resources, Special Category Grants, in the approximate amount of$43,200 for the restoration of the 41st Street and Pinetree Drive Fountain. • The Department of State, Division of Historical Resources, provides state and federal funds for historic preservation. The purpose of this program is to provide funding to assist local, regional and state-wide efforts to preserve significant historic structures and archaeological sites and promote knowledge and appreciation of the history of Florida • The fountain is a historically significant three-tiered ornamental fountain with a large ground level pool. It is in the northern area of Liebman Square. The 41st Street and Pinetree Drive Fountain is located at a major intersection, which is on two of the City's primary arteries. Since Pinetree Drive connects the North Beach and Middle Beach neighborhoods, and 41st Street directly connects Miami Beach to the City of Miami, they are main thoroughfares and highly visited. Visitors to the site will have a direct impact on the neighborhoods, because they will visit their shops and restaurants. This restoration could initiate more spending and create additional activity in the neighborhood's economy • If awarded, grant funds in the approximate amount of$43,200 will be used to restore the fountain. • The grant requires matching funds in the amount of$43,200 and the City will fund $43,200 from the Capital Renewal and Replacement account no. 199-0820-000342-26-406-555- 00-00-00-53318 and will request $7,000 during the next capital budget cycle; and WHEREAS, the City Administration is requesting $845,000 for the Police Headquarter, $15.7 million for Wasterwater Facilities, and $16 million for Water Facilities from the Florida Department of Economic Opportunity, Rebuild Florida Critical Facility Hardening Program for the following projects, the details of which are as follows: • The Florida Department of Economic Opportunity, Rebuild Florida Critical Facility Hardening Program assists units of general local government and state agencies to harden critical buildings that serve a public safety purpose. The program is funded by the U.S. Department of Housing and Urban Development ("HUD") Community Development Block Grant— Mitigation ("CDBG-MIT") allocation as described in Public Law 115-123. • There are three (3) separate programs under the CDBG-MIT for local governments: 1) Critical Facility Hardening 2) Planning Support; and 3) Infrastructure. Each of the three programs have different deadlines. At this time, we are requesting approval for the submittal of applications for the Critical Facility Hardening Program, which is the first of the three programs. The projects that the Administration is submitting for the Critical Facility Hardening Program are as follows: 1. Miami Beach Police Station Headquarters 3 A. The existing five story garage serving the Miami Beach Police Department Headquarters located at 1100 Washington Avenue experiences regular flood, causing operational disruptions and often limiting access to critical storage areas for end users at the station. The project aims to tackle this problem by installing a dedicated manufactured odorless pump station (or MOPS), as well as executing enhancements to the existing drainage infrastructure servicing the station.Additionally, targeted drainage improvements will be executed at all five decks of the garage. These include the installation of new piping; area drains and backflow preventors. The City has requested in the amount of $845,000. No match is required. 2. Sewer Pump Station 1 A. The Sewer Pump Station 1 rehabilitation and resiliency upgrades which include mechanical, electrical, and structural improvements to address aging infrastructure and harden the pump station against flooding, located at 1051 Jefferson Avenue, Miami Beach, Florida 33139. The project cost estimate is $3,000,000. The City is requesting a grant of approximately$1,500,000 and the City will provide approximately $1,500,000 from City funds Account Number 419-0815-069357-29-418-561-00-00-00-20619. 3. Sewer Pump Station 28 A. Sewer Pump Station 28 rehabilitation and resiliency upgrades which include mechanical, electrical, and structural improvements to address aging infrastructure and harden the pump station against flooding, located at 300 West 28th Street, Miami Beach, Florida 33139. The project cost estimate is $10,780,000. The City is requesting a grant of approximately $9,300,000 and the City will provide approximately$1,500,000 from City funds,Account Number 419-0815-069357-29-418-561-00-00-00-20619. 4. Sewer Pump Station 29 A. Sewer Pump Station 29 rehabilitation and resiliency upgrades which include mechanical, electrical, and structural improvements to address aging infrastructure and harden the pump station against flooding, located at Indian Creek Drive and 63rd Street, Miami Beach, Florida 33139. The project cost estimate is $6,370,000. The City is requesting a grant of approximately $4,900,000 and the City will provide approximately$1,500,000 from City funds, Account Numbers 419-0815-069357-29-418-561-00-00-00-20619 and 419- 0815-000511-29-416-513-00-00-00-20619 5. 25th Street Water Booster Station A. 25th Street Water Booster Station rehabilitation and resiliency upgrades which includes mechanical, electrical, and structural improvements to address aging infrastructure and harden the booster station against flooding, located at 451 Dade Boulevard, Miami Beach, Florida 33139. The project cost estimate is $2,500,000. The City is requesting a grant of approximately $2,400,000, and the City will provide approximately $100,000 from City funds from Account Number 418-0815-069357-29-418-561-00-00-00-28120 4 6. 75th Street Water Booster Station A. 75th Street Water Booster Station rehabilitation and resiliency upgrades which includes mechanical, electrical, and structural improvements to address aging infrastructure and harden the booster station against flooding, located at 750 West 75th Street, Miami Beach, Florida 33141. Belle Isle Water Booster Station A. Belle Isle Water Booster Station rehabilitation and resiliency upgrades which includes addition of two new redundant pumps, mechanical, electrical, and structural improvements to address aging infrastructure, increase reliability, and harden the booster station against flooding, located at 28 Venetian Way, Miami Beach, Florida 33139. The project cost estimate is $4,500,000. The City is requesting a grant of approximately $4,200,000, and the City will provide approximately $300,000 from City funds from Account Number 418-0815- 069357-29-418-561-00-00-00-28120 9. Terminal Island Water Booster Station and Sewer Pump Station 30 A. Island Water Booster Station and Sewer Pump Station 30 rehabilitation and resiliency upgrades which includes mechanical, electrical, and structural improvements, includes the installation of a new permanent onsite emergency generator to provide backup emergency power to both facilities, addresses aging infrastructure, and hardens both facilities against flooding, located at 130 MacArthur Causeway, Miami Beach, Florida 33139. The project cost estimate is $2,700,000. The City is requesting a grant of approximately$2,600,000, and the City will provide approximately $100,000 from City funds from Account Number 418-0815-069357-29-418-561-00-00-00-28120. 10. Normandy Isle Water Booster Station A. Normandy Isle Water Booster Station rehabilitation and resiliency upgrades which includes mechanical, electrical, and structural improvements to address infrastructure and harden the booster station against flooding, located at 971 71st Street, Miami Beach, Florida 33141. The project cost estimate is $1,500,000. The City is requesting a grant of approximately $1,400,000, and the City will provide approximately $100,000 from City funds from Account 5 Number 418-0815-069357-29-418-561-00-00-00-28120 and 418-0815- 000511-29-416-513-00-00-00-28120. The project cost estimate is $4,500,000. The City is requesting a grant of approximately $4,200,000, and the City will provide approximately $300,000 from City funds from Account Number 418-0815-069357-29-418-561-00-00-00- 28120. Terminal Island Water Booster Station Terminal Island Water Booster Station rehabilitation and resiliency upgrades which include improvements to replace aging infrastructure, the installation of a new permanent onsite emergency generator to provide backup emergency power and hardening of the facility against flooding, located at 130 MacArthur Causeway, Miami Beach, Florida 33139. The project cost estimate is $2,700,000. The City is requesting a grant of approximately $2,600,000, and the City will provide approximately $100,000 from City funds from Account Number 418-0815- 069357-29418-561-00-00-00-28120. Normandy Isle Water Booster Station Normandy Isle Water Booster Station rehabilitation and resiliency upgrades which include mechanical, electrical, and structural improvements to address infrastructure and harden the booster station against flooding, located at 971 71st Street, Miami Beach, Florida 33141. The project cost estimate is $1,500,000. The City is requesting a grant of approximately $1,400,000, and the City will provide approximately $100,000 from City funds from Account Number 418-0815-069357-29418-561-00-00-00-28120 and 418-0815-000511-29-416-513- 00-00-00-28120. CONCLUSION Based on the aforestated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution appropriating funding and approving and authorizing the City Manager or his designee to apply for and accept funds and execute all documents or agreements in connection with the grants, award programs and funding requests.
