Attached for your information is a letter from City of Doral Mayor Juan Carlos Bermudez to Miami
Dade County Mayor Carlos Gimenez, expressing his objection to Amendment No. 2 to Miami
Dade County Emergency Order No. 26-20 eliminating indoor dining.
The City of Doral Clerk has requested that a copy of this letter be provided to the Miami Beach
Mayor and Commissioners.

City of Doral Dear Mayor Carlos Gimenez,
On behalf of the City of Doral City Council, I am writing to express our objection
to Amendment No. 2 to Miami-Dade County Emergency Order No. 26-20
eliminating indoor dining. While everyone has a civic duty to be part of the
solution, this order unfairly singles out restaurants as being responsible for the
recent surge in COVI D-19 cases.
During this pandemic, it is critical that restaurants stay open because they are
performing essential functions, by providing the public with access to food. The
County has established guiding principles for all businesses including
restaurants for resuming operations. The focus should be on maintaining
healthy operations and regulations, not closing them.
Banning indoor dining a second time will cause a severe financial strain on
many restaurants, particularly those that are small, independently owned
businesses that already operate on thin margins due to the pandemic. As a
result, many restaurants will not be able to withstand the economic hardships
caused by what is effectively a second closure order and will be forced to
permanently close. There are 401 restaurants and bakeries in the City of Doral
alone that will egregiously be impacted by this order.
At this juncture, we believe that the decision to ban indoor dining is based on
supposition, since the County has proffered no empirical evidence attributing
the recent surge in new infections on a single industry. The safety protocols
established by the County in the 'The New Normal" handbook for restaurants
are the most comprehensive and stringent. It is in the public interest to help all
businesses, especially the food industry.
Your office initially chose to close gyms but reversed its thinking. Similar
consideration should be given to restaurants. We respectfully request scaling
back restaurant capacity for indoor dining to at least 25% capacity.
