BACKGROUND The proposed budget for Fiscal Y ear 2020/2021 included the elimination of eight (8) parking positions and the conversion of thirty-two (32) full-time parking positions to part-time. During the preliminary discussions on this budget the administration recommended, and the City Commission supported an alternative option where each affected RIF candidate would be offered the opportunity to apply for various vacant positions in other departments of the City. By continuing RIF candidate's status as full-time employees, they also maintain eligibility for group insurance, retirement benefits and leave accrual. APPLICATION PROCESS HR opened a special application portal on August 5" through the online system, (Neogov) for seventy (70) positions in thirty-five (35) classifications in fourteen (14) departments. This window closed on August 23% Thirty-two (32) employees submitted applications and each applied for an average of 5 positions. This was a competitive process to select the best qualified employee for each position and also allowed RIF candidates to express a choice in positions for which they had an interest. Unfortunately, eight (8) individuals declined to apply through this process. It should be noted that each employee who chose not to participate in this process was contacted three times by email and each was called personally by the HR Director prior to the closing date urging them to take advantage of this opportunity. All eight of these individuals were also offered alternative positions. We are committed to providing excellent public service and safety to all who live, work and play in our vibrant, tropical, historic community DocuSign Envelope ID: 9EF 121A3-0944-413A-9FFA-55DC92BBBCEB EVALUATION OF CANDIDATES Candidates are evaluated based on their qualifications, training, knowledge, skills, and abilities for the position and their employment record with the City. Every RIF candidate was interviewed for each position they applied and for which they met the minimum qualifications unless they were offered an acceptable position and declined further interviews. Some employees were not selected during the interviews and were placed in appropriate positions consistent with their skills and abilities. But every employee was offered a position at their current salary level. All employees who were selected for a different position will serve a probation period of at least 6 months or longer, if the probation requires obtaining a specific license or certification, the length of time to obtain that license or certification will be the probationary period but not less than 6 months. SALARY AND BENEFITS The City will maintain current salary and benefits of the RIF candidates. We will freeze any current salary above the top range of the new classification. If such salary freeze is applied, this freeze will be maintained until the range of the new position catches up to the candidate's current salary. If the RIF candidate was selected for a promotion. They received a 10% increase in pay. CONCLUSION As of September 28th, the Administration has offered all forty ( 40) parking employees alternative positions as promised. Twenty-three (23) employees have accepted the alternative positions with four (4) of those being promotions. Eleven (11) have declined the City's offers and six (6) have not responded.
