SUBJECT: Art Deco Cultural District and Police Enforcement Efforts
This letter to the Mayor and City Commission is to provide information on the Miami Beach Police
Department's enhanced staffing effort in the Art Deco Cultural District (ADCD).
During September 14" through October 14, 2020, the newly enhanced staffing configuration of
the AOCO has handled 1724 calls for service, made 63 arrests and conducted 382 Park & Walk
Details. These arrest are stand alone efforts and only apply to the day-to-day operational tasks
associated with the policing of the AOCO.
In addition to these numbers, officers in the ADCD also particpated in special details during the
same time that resulted in the arrests of armed and dangerous felons and fugitives from across
the country. These details are as follows:
• Operation Safe Streets; 112 Arrests to include 7 4 arrests for felony violatons and 38 for
misdemeanor violations. There were also 2417 Uniform Traffic Citations Issued.
• Columbus Day Weekend 2020 Enhanced Staffing; 44 Arrests to include 13 arrests for
felony violations and 24 for misdemeanor violations. AOCO Officers also made a total of
5 traffic related arrests.
• COVID Quality of Life Enforcement Detail; Officers working in the ADCD issued in
excess of 900 Mask Violation Citations during this time frame.
In addition to these accomplishments, I am pleased to point out that two of our AOCO officers
were directly resposible for saving the lives of two tourists. On two separte occasions our officers,
who were proactively patrolling the beach area, came upon on persons experiencing a medical
episode, one was in cardiac arrest. Their quick response in both instances saved their lives.
Lastly, and in keeping with the goal of enhancing the community policing effort in the AOCO, the
following is a detailed list of completed and ongoing initiatives within Area 4 (ADCD).
• Continuing the TRAC Detail in the 200 Block of 11th St. (Narcotics/Loitering Violations)
• Addressing the ambient music issues at businesses during the assigned park & walk detail
(Ocean Drive).
• Address the motorized vehicle issue on the Beachwalk (City-wide).
• We have also engaged in community meetings to include those with representatives from
II Villaggio, SobeSafe, the Ocean Drive Association, and Mango's Tropical Café.
All in all, and despite COVID related staffing challenges, it was a good start in the new staffing
plan.
