SUBJECT: On-Demand Transit Service For Essential Mobility Needs Of Elderly Residents
I am pleased to report that on Monday, November 16, 2020, the City will launch an on-demand Freebee
service tailored for elderly residents living in affordable housing facilities throughout the City. The City was
able to secure CARES Act funding through Miami-Dade County for operation of the service through
December 30, 2020.
The Transportation and Mobility Department worked together with Housing and Community Services and
Marketing and Communications to develop a service plan and promote the service as an alternative to the
City's trolley service, once it resumes. Attachment A depicts a poster containing service details which is
being distributed to elderly facilities. Service will be provided to/from 16 elderly facilities located in South,
Middle, and North Beach and the closest Publix supermarket (Attachment B) using three (3) vehicles
operating seven (7) days a week, for approximately 10.5 hours a day from 7 AM to 5:30 PM. Customers
will need to call at least 30 minutes in advance of their desired departure time to schedule a ride, except
for Rebecca Towers residents who will have a dedicated Freebee vehicle due to high demand. The return
trips are pre-arranged between the customer and the Freebee driver.
To comply with social distancing guidelines, the number of passengers on each Freebee vehicle will be
limited to one (1) per row (or no more than two (2) passengers at any time in a vehicle). Vehicles will be
sanitized daily by Freebee staff, including between trips and every night to minimize the spread of COVID-
19. Drivers will undergo daily health screenings. Passengers will be advised to follow social distancing
and wear facial coverings.
City staff will monitor the performance of the Freebee service to determine its effectiveness and if any
operational changes are needed to improve its efficiency, including potentially adding Freebee vehicles to
adequately meet passenger demand.
It is important to note that the Freebee service for elderly residents is being provided in response to the on-
going pandemic and constitutes a departure from the original scope of work approved by the City
Commission (i.e. Middle Beach on-demand transit service). As such, the Administration will seek direction
from the City Commission on November 18, 2020 as to whether the Freebee service for seniors should
continue past December 30, 2020 using City funds originally budgeted for the operation of the Middle Beach
on-demand transit service.

The City of Miami Beach and Freebee have teamed up to offer Miami Beach seniors in your building a FREE
shuttle service to Publix starting on Nov. 16. The new service will operate seven days a week from 7 a.m. to
5:30 p.m. To schedule a ride, please coll 855.918.3733 at least 30 minutes before your desired pickup
time. You will be asked to provide your name, phone number, pickup location, desired pickup time and number
of passengers in your party (maximum of two).
To ensure the safety of operators and passengers, the following precautions are
being taken:

* All drivers must undergo daily health screenings.
N o more than two passengers are permitted in any single trip.
Passengers are responsible for managing their own groceries unless assistance is
absolutely necessary.
Passengers must wear masks and practice social distancing.

minutos de anticipación como mínimo. Se /es pedirá que proporcionen su nombre, número de teléfono,
dirección, hora de recogida y la cantidad de pasajeros (dos personas máximo].
Para proteger la seguridad de los choferes y pasajeros, se han implementado las
siguientes medidas:
