Morales, City Manager DATE: December 2, 2020 SUBJECT: North Beach CRA Redevelopment Plan Preparation The purpose of this Letter to the Commission (" LTC") is to provide an update regarding preparation of the North Beach Community Redevelopment Agency (NBCRA) Redevelopment Plan. The Miami-Dade County Board of County Commissioners adopted Resolution R-619-20, which approved the Finding of Necessity acknowledging the need to declare a community redevelopment area and delegating the City the power to prepare a plan of redevelopment for North Beach. The Administration has engaged Daedalus Advisory Services to prepare the NBCRA Redevelopment Plan. Daedalus Advisory Services, a real estate finance and economic development firm, was selected from a pool of prequalified firms identified through a competitive bid process (RFQ-2019-084-ND). Daedalus Advisory Services has partnered with subconsultants Dover, Kohl & Partners and Redevelopment Management Associates (RMA) to complete the project. In 2016, Dover, Kohl & Partners prepared Plan NoBe, the North Beach Master Plan, and also worked with Daedalus Advisory Services on planning for the West Lots. RMA has extensive experience with executing planning and revitalization strategies with numerous CRAs and special districts in South Florida. Although the Commission-approved North Beach Master Plan will serve as a guiding document to the extent permitted by Florida Statutes, Chapter 163, Part III, the NBCRA Redevelopment Plan will be a unique document with a focus on the Redevelopment Area/NBCRA district. The Redevelopment Plan will identify the following: • Market conditions, existing plans and studies; • Legislative and regulatory considerations; • Goals, priorities, policies and guidelines; • Proposed operating powers and responsibilities; • Tax increment financing (TIF) and ad-valorem tax projections and analysis; and • Redevelopment strategies, planning opportunities, tools and proposed projects. Preparation of the Redevelopment Plan will include extensive community and stakeholder engagement commencing with a virtual project kick off meeting on Tuesday, December 15th at 5:30 pm. The community charrette process will include open studio sessions with residents, homeowner associations, business owners, property owners and the general public. Focus group sessions are also planned and the City intends to include the following stakeholder groups: • Neighborhood Advocates - Miami Beach United, Neighborhood Organization to Save North Beach • Business Organizations - Miami Beach Chamber of Commerce, Normandy Fountain Business Association • Real Estate Development - Local developers, brokers and Realtors • Historic Preservation - Miami Design Preservation League • Affordable and Workforce Housing - Affordable Housing Advisory Committee, Miami Beach Community Development Corporation • Regional Organizations - Beacon Council, South Florida Regional Planning Council • Industry Groups - Higher Education, Workforce Development • City Staff - Finance, CIP, Planning, Transportation, Resilience, Parks Additional community engagement is also planned after the virtual community charrette. After the planning process has concluded, the Redevelopment Plan will be presented to the City Commission for approval. Following adoption by the City Commission, the Miami-Dade County Board of County Commission must also review and approve the Redevelopment Plan at public hearing. The Redevelopment Plan will complement other policy items necessary for establishment of the NBCRA including an interlocal agreement (ILA) with Miami-Dade County.
