Aguila, Interim City Manager DATE: December 23, 2020 SUBJECT: MBPD ADCD Policing Plan December 14-20, 2020 I am respectfully submitting this Letter to Commission to provide a summary update of the MBPD’s Art Deco Cultural District’s (ADCD) Safe Plan for the week of December 14-20, 2020. This LTC is a report of the results of the third week of an eight-week plan aimed at addressing crime and the unsafe behavior and disregard of the COVID-19 Emergency Orders. The intent of the plan is to further enhance our abilities to address the challenges of the ADCD by providing additional proactive enforcement measures throughout the ADCD and include the following: ● Enhancing the current staffing plan with up to an additional 28 officers, all from our Specialized Units and Investigations Division, that will be specifically deployed during the ADCD on peak days, and hours, to address crime and COVID related issues. • MBPD Command Staff will also be working into the midnight shift hours and be there to provide additional leadership and guidance. The following is an update on the three-week totals for the ADCD Safe initiative: • One hundred and eleven (111) arrests have been made in the ADCD over the three-week period. Arrests this week represent an increase of twelve (12) percent from the number of arrested during week two. • Twenty-five (25) of the total number of arrests involved the homeless (who all report to be from Miami). • Forty-one (41) of the total arrests have been drug related. • There have been six (6) of arrests where there was a firearm recovered that had a nexus with a crime. There have been a total number of eleven (11) firearms seized (2 rifles and 9 handguns) over the three-week period. • There have been a total of three-hundred and eighty-three (383) Uniform Traffic Citations issued within the ADCD over the three-week period. • Sixty-eight (68) vehicles, that have been associated with a criminal act, have been towed during this three-week period. • MBPD undercover personnel have seized six hundred and eighty-five (685) grams of marijuana, twenty-two (22) grams of cocaine, and six (6.4) grams of MDMA. In addition to these law enforcement actions, this past week the MBPD and Code were involved in the closing of eight (8) area businesses in violation of the existing emergency order(s).
