The purpose of this L TC is to update the Mayor and City Commission on the status of Request for
Proposals (RFP) No. 2021-020-KB, which seeks to contract with qualified firms interested in assisting
the City pre-employment testing and psychological services for police officers, firefighters and other
public safety personnel.
The City will receive proposals pursuant to this RFP on December 21, 2020. The responsive proposals
will be reviewed by the Evaluation Committee in accordance with the criteria established in the RFP.
I am considering appointing the following individuals to serve on the Evaluation Committee:
• Ramon Suarez, Admin II, Human Resources Department, City of Miami Beach
• Digna Abella, Division Chief, Fire Rescue Department, City of Miami Beach
• Sonia Bridges, Division Director, Risk Management Department, City of Miami Beach
• Elise Spina-Taylor, Lieutenant Police, Police Department, City of Miami Beach
• Clarise Ferguson, Deputy PSCU Administrator, Police Department, City of Miami Beach
I am also considering the following individuals as alternates:
• Wayne Jones, Assistant Chief of Police, Police Department, City of Miami Beach
• Marla Alpizar, Assistant Director, Human Resources Department, City of Miami Beach
