Aguil� � c 'b .\---­ DATE: January 6th , 2021 SUBJECT:MBPD ADCD Policing Plan December 2, 2020 through January 3, 2021 I am respectfully submitting this Letter to Commission to provide a summary update of the MBPD's Art Deco Cultural District's (ADCD) Safe Plan covering December 2, 2020 through January 3, 2021. This eight-week plan is aimed at addressing crime and the unsafe behavior and disregard of the COVID-19 Emergency Orders. The intent of the plan is to further enhance our abilities to address the challenges of the ADCD by providing additional proactive enforcement measures throughout the ADCD and include the following: •Enhancing the current staffing plan with up to an additional 28 officers, all from our Specialized Units and Investigations Division, that will be specifically deployed during the ADCD on peak days, and hours, to address crime and COVID related issues. •MBPD Command Staff continue to work well into the midnight shift hours and are there to provide additional leadership and guidance. The following is the cumulative update on the five-weeks totals for the ADCD Safe initiative: •Two hundred and seventy-five (275) arrests have been made in the ADCD over the five-week period. •Twenty-two (22) of those that were arrested reside in Miami Beach. •Twenty-nine (29) of those that were arrested reside in Miami. •Forty-four ( 44) of those that were arrested live in other parts of Florida. •One hundred-eighteen ( 118) of those arrested reside outside the State of Florida. •Fifty-seven (57) of those arrested self-reported to be homeless from Miami. •Eighty-two (82) of the total arrests have been drug related. •Sixty-two (62) of the total arrests have been alcohol related. •There have been thirteen (13) of arrests where there was a firearm recovered that had a nexus with a crime. There has been a total of sixteen (16) total firearms seized (2 rifles and 14 handguns) during the five-week period of this operational plan. •There have been seven (7) reckless driving arrests. •There have been a total of five-hundred and forty-nine (549) Uniform Traffic Citations issued within the ADCD during our enhanced staffing effort. •There have been one hundred-eleven (111) vehicles towed (because of a criminal incident) during our enhanced staffing effort.
