Indian Creek Phase Ill Project - Status and Site Maintenance Update
The purpose of this Letter to Commission is to provide information to the Mayor and City
Commission regarding the status of the Indian Creek Phase Ill Project, the maintenance of
the project site, including the 23d Street footbridge and the immediate vicinity.
The Project is currently forty percent complete and is expected to be completed in the
Summer of 2022. The 72-inch drainage trunk line is installed up to 41 st Street, including
the drainage system along the side streets. The drainage line on 41 st Street between
Indian Creek Drive and Collins Avenue remains to be completed. The harmonization of
properties along Indian Creek Drive is complete from 31 Street to 37 Street. The roadway
base and the first lift of asphalt is installed on the east side of Indian Creek Drive from 33
to 37 Streets. The final lift of asphalt will be installed once the entire roadway along the
project limits has been constructed.
Maintenance of Traffic (MOT) is established and maintained from 25 Street to 41 Street.
The project has experienced some delays due to the absence of the seawall in some
areas along the corridor. The Engineer of Record has completed revisions to the
construction documents to address these issues. The design revisions are being
reviewed by FOOT and permitting will follow once the approvals have been obtained. The
contractor, Ric-Man Construction of Florida, Inc. (RMCF) is preparing the cost breakdown
for the additional scope of work resulting from these revisions. The City will review and
negotiate this change and present to the Commission in February 2021 for consideration.
In order to ensure that a clean and safe project site is maintained, an inspection is
conducted and documented daily by the project's Construction Engineering and
Inspection (CEl) consultant. Work areas are cleaned at the end of each workday and the
MOT components are inspected and repositioned as needed. In addition, there is periodic
inspection, cleaning and mowing of the grass along the corridor as well as in the vicinity
of the 29 Street pedestrian bridge. These efforts will continue throughout the duration of
this project.
