WHEREAS, Pembroke Lakes Mall, LLC, through Holland & Knight LLP, is
proposing code amendments which will clarify standards and guidelines with
regards to electric vehicle charging stations and provide for uniformity in
implementation; and
WHEREAS, City's Planning & Economic Development staff believes that
the proposed changes further implement and facilitate the goals and objections
outlined in the City's Green Plan; and
WHEREAS, On October 22, 2020, the Planning and Zoning Board for City
of Pembroke Pines has reviewed and approved the proposed changes to Section
155.082; and

W H E R E A S , the City Commission has considered the Planning and
Economic Development staff's proposed recommendations to update Section
155.082 of the City's Land Development Code and finds that it is in the best
interests of the City to adopt this ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF
THE CITY OF PEMBROKE PINES, FLORIDA, THAT:
Section 1. The foregoing "W HEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Ordinance.
Section 2. Section 155.082 of the City's Code of Ordinances entitled
"Electric Vehicle Charging Station Code" is amended as follows:
Sec. 155.082 ELECTRIC VEHICLE CHARGING STATION.
(A) Purpose.
(1) Th e purpose of this chapter is to ensure the effective installation of
electric vehicle charging stations. Where any other provisions of the City of
Pembroke Pines Code of Ordinances directly conflict with this chapter, this chapter
shall control.
(2) All operations of electric vehicle charging stations shall comply with
applicable Federal, state, local laws, rules and regulations.
(B) Electric Vehicle Level Classification.
(1 Level 3 operates on a 60 amp or higher breaker on a 480 volt or higher
three phase circuit with special grounding equipment.

(2) Level 2 operates on a 40 to 100 amp breaker on a 208 or 240 volt AC
circuit.
(3) Level 1 operates on a 15 to 20 amp breaker on a 120 volt AC circuit.
(4) As electric vehicle technology continues to evolve, the City's Planning and
Economic Development Director will _review_new systems and determine the
equivalent level of electric vehicle charging station pursuant to the City's
established level classifications .
(C) Definitions. The following terms shall apply to this section as written unless
context indicates or requires a different meaning.
ELECTRIC VEHICLE CHARGING STATION or CHARGING STATION. An
electric vehicle supply equipment station in a private or public parking space which
delivers electricity or transfers electric energy to a battery or other energy storage
device in an electric vehicle, and is classified based on the following levels:
(a) Level 1-operates on a 15 to 20 amp breaker on a 120 volt AC circuit.
(b) Level 2 operates on a 40 to 100 amp breaker on a 208 or 240 volt AG
circuit.
(e) Level 3 operates on a 60 amp or higher breaker on a 480 volt or higher
three phase-circuit with special grounding equipment.
(d) s electrio vehicle technology continues to evolve, the City's Planning and
Economic- Development Director will review- new- systems and determine-the
equivalent level of electric vehicle charging station pursuant to the city's established
level classifications.
OPERATOR. The auto manufacturer, representative of auto manufacturer,
developer, electric vehicle charging kiosk owner, shopping center property
management company, freestanding building owner or lessee, responsible for the
installation, management and operation of electric vehicle service and charging
stations.
(CD) Electric vehicle service stations as a Principal Use/level 3.
(1) Electric vehicle service stations shall be the principal use which shall
include but is not limited to the following services: charging, maintenance, retail,
and/or repair.

(a) Permitted operations including level 3 charging stations with an output of
greater than or equal to 480 volts, car battery replacement, and vehicle
maintenance.
(b) Electric vehicle service station must meet the requirements set forth in S
155.149 and§§ 155.265 through 155.275.
(c) Operators of electric vehicle service stations must apply for a local
business tax receipt or use permits in compliance with Ch. 115 of the City Code of
Ordinances.
(DE) Electric vehicle charging station as an accessory use/level 2 and 3.
(1) Electric vehicle charging stations will be considered an accessory use when
there is a monetary transaction or subscription associated with the service or some
other form of compensation, whether in connection with the initial service or after an
identified _initial charging period.
(2) Level 2 and 3 electric vehicle charging stations shall be permitted to classify
as an accessory use and shall be subject to the following requirements:
(a) Permitted in B-2,B-3- C-1, M-1 M-2., M-3, M-4, and M-5 zoning districts
where underlying land use permits such use.
(b) Signage:
ill Parking identification signage limited to a maximum 1.5 square
feet in size per unit.
(iü) For electric vehicle charging kiosks, changeable copy signage
limited to a maximum of ten (1 O} square feet per side per unit
(maximum of two sides).
(c) Accessory use electric vehicle charging stations shall be permitted based
on availability of surplus parking; or at the discretion of the City Manager or his or
her designee.
(d) Accessory use electric vehicle charging station parking spaces shall be
specifically designated for charging an electric vehicle with a sign referencing F.S.
§ 366.94(3)(a), as may be later amended. One exclusive use parking space per
charging station shall be required adjacent to each charging unit. Pursuant to F.S.
§ 366.94(3)(a), it is unlawful for a person to stop, stand, or park a vehicle that is not
capable of using an electrical recharging station within any parking space
specifically designated as an accessory use electric vehicle charging station
pursuant to the requirements of this subsection.

(e) Count: six to A maximum of 20 electric vehicle charging stations per
shopping center or free-standing building shall be permitted, at the discretion of the
City Manager or his or her designee.
(f) Equipment, other than the main charging station cabinet, must be
concealed form from the road right of way by landscape or other means and maybe
may be permitted in landscape and utility buffers, subject to prior approval by city
staff.
(g) Electric vehicle charging stations must be visible form the road- right of
way.
(h ) Operators of electric vehicle charging stations must apply for a local
business tax receipt or use permits in compliance with Ch. 115 of the City Code of
Ordinances.
(th) All equipment components, including but not limited to functioning, shall
be maintained at all times.
GD Current contact information, including but not limited to a telephone
number for a representative or department of the operator of the charging station
shall be posted on each station as contact to report all issues relating to the
particular station.
(EE) Electric vehicle charging station as an amenity use/level 1 and 2.
(1) Electric vehicle charging stations will be considered an amenity use when
the service is offered free of charge.
(2) Level 1 and 2 electric vehicle charging stations shall be permitted to be
classified as an amenity use and shall be subject to the following requirements:
(a) Permitted in all zoning districts.
(b) Signage:
(i) Parking identification signage limited to a maximum 1.5 square feet in size per
unit. (ii) Changeable copy signage for electric vehicle charging kiosks may only be
placed on two sides of the electric vehicle charging kiosks, with a maximum of ten
(10) square feet signage on each side. No electric vehicle charging kiosk may
exceed twenty (20) square feet signage.
(c) Amenity use electric vehicle charging stations spaces will count towards
the required parking set forth in Ch. 155 of the City Code of Ordinances.
(d) Amenity use electric vehicle charging station parking spaces shall not be
exclusively designated for charging an electric vehicle.

(e) Count: a maximum of five electric vehicle charging stations per shopping
center or free-standing building shall be permitted.
(f) All equipment components, including but not limited to functioning, shall
be maintained at all times.
(g) Current contact information, including but not limited to a telephone
number for a representative or department of the operator of the charging station
shall be posted on each station as contact to report all issues relating to the
particular station.
(G) Residential Electrical Vehicle Charging Infrastructure
(1) Single-Family.
(a) All new residential construction that includes a carport or garage, is
encouraged to install an electrical outlet and circuit breaker dedicated for electric
vehicle charging infrastructure. When· locating such equipment in a residential
garage or carport, the following shall be depicted on the plans:
i. The location where the vehicle will be typically parked.
ii. The location of the charging station.
iii. Electrical plans showing circuit, panel schedules and routing.
(2) Multi-Family.
(a) In addition, all new residential multi-family projects that have a common
parking area are encouraged · to provide electric vehicle charging outlets and
grounded alternating current outlet in at least five (5) percent of the total number of
parking spaces. All outlets shall be located within the required parking area.
Section 3. It is the intention of the City Commission of the City of Pembroke
Pines that the provisions of this Ordinance shall become and be made a part of the
Code of Ordinances of the City of Pembroke Pines, Florida, and that the Sections
of this ordinance may be renumbered, re-lettered and the word "Ordinance" may

be changed to "Section", "Article" or such other word or phrase in order to
accomplish such intention.
Section 4. All Ordinances or parts of Ordinances, Resolutions or parts of
Resolutions in conflict herewith be and the same are hereby repealed to the extent
of such conflict.
Section 5. If any clause, section, or other part or application of this
Ordinance shall be held by any court of competent jurisdiction to be unconstitutional
or invalid, such unconstitutional or invalid part or application shall be considered as
eliminated and so not affecting the remaining portions or applications remaining in
full force and effect.
Section 6. This Ordinance shall become effective upon passage and
adoption.

SUMMARY EXPLANATION AND BACKGROUND:
1. Holland and Knight, representing Pembroke Lakes Mall, requests consideration of a text
amendment to City Code Section 155.082 - Electric Vehicle Charging Station. The proposed
amendment will allow for the development of electric vehicle charging stations at the Pembroke
Lakes Mall, however, the proposed amendment will apply citywide.
2. The City Commission approved the existing electric vehicle charging station ordinance in
January of 2018 (Ordinance 1892- Section 155.082 City Code of Ordinances). The Ordinance
established guidelines for the implementation and use of the various types of electric vehicle
charging stations.
3. The applicant requests the following modifications to the existing electric vehicle charging
ordinance:
□Update the definition of operator to include electric vehicle charging
kiosk owner.
□Expansion of current location standards to allow level 2 charging units to
be installed as an accessory use within the B-2 zoning district.
□Allowance of a changeable copy sign on a maximum of 2 sides of each
charging unit. Each changeable copy sign may be up to 1 O square feet in
size.
□Update to accessory use standards to allow up to 20 electric vehicle
charging stations for shopping centers or free-standing building.
□Provision allowing only the main charging cabinet to be visible from road
right of way. All other related ground mounted equipment must be screened
from view.
4. Additionally, at the request of staff the following modification are proposed:
□Minor reorganization of the section to make the regulations easier to
understand.
□Addition of regulations encouraging the installation of residential electric
vehicle charging infrastructure at new single and multi-family developments.

5. The proposed modifications allow for greater flexibilities toward the development of electric
vehicle charging stations. City staff acknowledges that electric vehicle charging station
demand will continue to increase as car manufacturers increase production of electric and
hybrid models. Additionally, the proposed modifications support objectives 1.2.1 (Protect Air
Quality) and 3.4.1 (Support Mobility and Alternative Transportation) within the City's Green Plan.
6. The Planning and Zoning Board at its October 22, 2020 meeting voted to transmit this item
to the City Commission with a favorable recommendation.
7. The City Commission at its November 18,2020 meeting passed this item on first reading.
8. Administration recommends adopting Proposed Ordinance no. 2020-17 on second and final

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF
PEMBROKE PINES, FLORIDA; AMENDING CHAPTER 34 OF
THE CITY'S CODE OF ORDINANCES ENTITLED "EMPLOYMENT
POLICIES," CREATING SECTION 34.185, ENTITLED "CITY
HOLIDAYS"; SPECIFICALLY RECOGNIZING JUNETEENTH AS A
CITY HOLIDAY; PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Pembroke Pines, Florida is
desirous of updating and codifying Juneteenth as a City Holiday; and
WHEREAS, approximately eleven and one-half million African-Americans
survived the voyage to the New World (the "middle passage"), only to be subjected
to chattel slavery for more than 200 years after arrival in the United States; and
WHEREAS, President Abraham Lincoln first issued the Emancipation
Proclamation effective January 1, 1863, freeing the enslaved citizens from legalized
slavery in the United States; and
WHEREAS, Juneteenth commemorates the day freedom was proclaimed to
all enslaved citizens in the south by Union General Granger, on June 19, 1865, in
Galveston, Texas, more than two and a half years after the signing of the
Emancipation Proclamation by President Abraham Lincoln; and
WHEREAS, In June of 2018, for the first time in over 130 years of the annual
celebration, Juneteenth was "officially recognized" as "Juneteenth Independence
Day" in America by the President and Congress of the United States; and.

WHEREAS, Americans of all colors, creeds, cultures, religions and countries-
of-origin, share in a common love of and respect for "freedom", as well as a
determination to protect their right to freedom through democratic institutions, by
which the "tenets-of-freedom" are guaranteed and protected. The Juneteenth
Independence Day, along with the 4th of July Independence Day, completes the
America's Independence Day observances. The often repeated proverb "Until All are
Free, None are Free" is appropriate to highlight the significance of the end of the era
of slavery in the United States and the celebration of freedom for all; and
WHEREAS, the City Commission of the City of Pembroke Pines, Florida is
desirous of updating its Administrative Policies regarding City Holidays to include
Juneteenth Independence Day as a day of celebration in the City and a paid City
holiday; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF
THE CITY OF PEMBROKE PINES, FLORIDA, AS FOLLOWS:
Section 1. The foregoing 'WHEREAS" clauses are hereby ratified and
confirmed as being true and correct, and are incorporated herein by this reference.
Section 2. Chapter 34 of the City's Code of Ordinances entitled "Employm ent
Policies" is amended to create a new Section 34-185 entitled "City Holidays" to read
as follows:

Section 34-.185. City Holidays.
(a) The following holidays shall be paid employee holidays observed by the

observed as a holiday. If any of these holidays fall on Sunday, the following
Monday shall be observed as a holiday.
(c) The City Manager shall have the discretion to implement by administrative

non-bargaining, exempt, non-exempt, part-time, and full time employees
to maintain the operational integrity of City functions and the contractual
obligations of the City.
Section 3. It is the intention of the Commission of the City of Pembroke
Pines, Florida, that the provisions of this Ordinance shall become and be made part
of the City of Pembroke Pines Code of Ordinances; and that the sections of this
"Ordinance" may be changed to "Section", "article", or such other appropriate word
or phrase in order to accomplish such intentions.
Section 4. All Ordinances or parts of Ordinances inconsistent or in conflict with
the provisions of this Ordinance are hereby repealed.

passage and adoption.

SUMMARY EXPLANATION AND BACKGROUND:
1. On December 2, 2020 Proposed Ordinan ce 2020-20 went before Commission and
passed on first reading by a 5-0 vote. Second and final reading is scheduled for January 13,
2020.
2. On November 18, 2020, Commissioner Thomas Good, Jr. introduced his Commission Item
#14 for discussion and possible motion to direct the City Attorney's Office to prepare an
ordinance to create "Juneteenth" as a City-paid employee holiday in order to celebrate the
emancipation of African Americans who were enslaved in the United States, and to be
celebrated on June 19, in the City of Pembroke Pines, coincident to a review by the City
Administration to advise of the financial impact/estimated cost to add this as a paid holiday,
and as a recurring expense.
3. The City Commission of the City of Pembroke Pines, Florida is desirous of updating
and codifying Juneteenth as a City Holiday.

WHEREAS, the City of Pembroke Pines ("City") and Broward County
("County") are members of the Broward County HOME Consortium
("Consortium"), and are subject to the terms and conditions of the HOME
Investment Partnership Program Consortium Cooperation Agreement ("HOME
greement") entered into by the City and the County on June 9, 2009; and
WHEREAS, in its representative capacity for members of the
Consortium to the Department of Housing and Urban Development ("HUD"),
the County is the recipient of HOME funds from HUD, and has allocated these
funds to various municipalities within the County, including the City; and
WHEREAS, the Broward County Board of County Commissioners
authorized the County administrator to enter into an Agreement with City for FY
2019 - 2020 HOME funding to City under County's HOME Program so the City
may provide and implement a Homebuyer Purchase Assistance Program for

4. The City will allocate these funds toward home purchase assistance. Purchase Assistance
Program provides eligible households with assistance in the form of a 0% interest deferred
second loan that reverts to a grant if all program conditions are met.
5. Eligible households are those whose annual incomes are at or below 80 percent (80%) of
Area Medían Income for the current fiscal year, as adjusted for household size.
6. Purchase Assistance General Details:
Level of Assistance
Up to $50,000 for 50% Areawide Median Income or lower and up to $40,000 for 51% to 80%
Areawide Median Income.
Terms
The principal balance of the Forgivable Loan ("Loan") shall be forgiven at the end of fifteen (15)
years with no annual reduction. Full repayment of the loan is due if the home is sold, title is
transferred or conveyed, or the home ceases to be the primary residence of the owner during
the fifteen (15) year occupancy period.
For Special Needs applicants, ten percent (10%) of the Loan shall be forgiven each year on the
anniversary date of the Loan provided the property remains the primary residence of the
homeowner. Loan is due if the home is sold, title is transferred or conveyed, or the home
ceases to be the primary residence of the owner during the ten (10) year occupancy period.
7. The City, as a subrecipient, is required to enter into an interlocal agreement with Broward
County prior to receiving HOME funds.
8. Program costs will include City Housing Administrator (Community Redevelopment
Associates of Florida I ne.) project management fee of $28,676 ( 12% of contract as per
approved professional services agreement).
9. Administration recommends City Commission approve proposed resolution 2020-R-01 and
authorize the appropriate City officials execute the interlocal agreement.

ENDORSING THE RECOMMENDATIONS OF THE
PEMBROKE PINES MOBILITY HUB MASTER PLAN
AND SUPPORTING THE EFFORTS OF THE
BROWARD METROPOLITAN PLANNING
ORGANIZATION'S ("MPO") TO PREPARE THE
RECOMMENDED CAPITAL IMPROVEMENTS FOR
FEDERAL TRANSIT ADMINISTRATION (FTA)
FUNDING.
WHEREAS, the City of Pembroke Pines ("City") is an active participant in
the Broward Metropolitan Planning Organization ("MPO"); and
WHEREAS, the City recognizes the importance of collaborative planning
efforts to help address current and future transportation demands throughout the
County; and
WHEREAS, the City and the MPO agree to collaborate collectively to
prepare studies and plans to address transportation needs and land use impacts;
and
WHEREAS, the City has identified City Center and its surrounding areas as
a location for various transit opportunities; and
WHEREAS, the integration of land use and transportation is integral to the
successful development of an effective multimodal transportation system; and
WH ERE AS, the Mobility Hub Master Plan is the initial step to implement
Mobility Hubs, or points of connection for different types of transportation systems,
which will help to improve mobility within Broward County; and

W H E R E A S , a Mobility Hub is a location with transit activity and land uses
that generate transit ridership; and
WHEREAS, the MPO Hub planning efforts are intended as the first step to
implementing the Mobility Hub concept of the Long Range Transportation Plan
and are intended to identify, develop, prioritize, and implement multimodal mobility
enhancement strategies; and
WHEREAS, on February 7, 2018, the City Commission of the City of
Pembroke Pines approved Resolution No. 3592 authorizing the appropriate City
officials to provide staff to participate and collaborate in the Pembroke Pines
Mobility Hub Master Plan; and
WHEREAS, the parties acknowledged the commitment to pursue
implementation of projects and recommendations from the Master Plan; and
WHEREAS, the City and the MPO held a public workshop to introduce the
City Center Mobility Hub to interested parties on November 8, 2018 in the City
Commission Chambers at the Charles F. Dodge City Center, and
WHEREAS, the MPO has conducted a Mobility Hub Study for City Center in
collaboration with City staff; and
WHEREAS, the MPO has completed the Mobility Hub Master Plan, provided
as EXH IBI T "A", and is preparing the proposed capital improvements for the grant
funding; and

WHEREAS, the Master Plan identified capital improvements to facilitate
connectivity to transit and multimodal transportation, including pedestrian

the maintenance and useful life of the improvement; and
WHEREAS, the City Commission of the City of Pembroke Pines finds that
the implementation of projects within the Mobility Hub Master Plan to be in the
best interests of the citizens and residents of the City of Pembroke Pines.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF PEMBROKE PINES, FLORIDA THAT:

SUMMARY EXPLANATION AND BACKGROUND:
1. In February 2018, the City Commission adopted Resolution 3592 supporting a study related

2. In N o ve mb er 2018 , th e C ity w ith assistance fro m the Brow ard M etropolitan P lanning
O rganizatio n (M P O ) he ld a M obility Workshop in the C ity Com m ission Cham bers at the
C ha rles F. D odg e C ity C enter w ith m em bers of the public, advisory boards, staff as w ell as C ity
C o m m issio n in att endance to discuss m obili ty concepts and projects incl uding a m obility hub
w ithin C ity C e nter.
3. T he M P O a nd their consultants studied the m obili ty needs and options fo r C ity C enter and
the surro und ing areas. T he team then created recom m endations to im prove m obility into and
around C ity C e nte r.
4. The M P O a nd their consultants then shared their recom m endations and draft versions of the
M o bili ty H u b M a ste r Plan w ith staff fo r their review and com m ent.
5. T he reco m m e nd ations w ithin the M aster Plan include, but are not lim ited to the fo llow ing:
A. R elo cation and enhancem ents to the fo ur prim ary bus shelters that serv e C ity C enter on
Pines Boule vard . Including a signature bus shelter incorpora ting them es from City C enter.
B. M icro shelters fo r com m unity bus serv ice w ithin City C enter.
C . Enh a nced pe d estrian cro ssings on Pines Boulevard at the intersections of 103rd and
10 6 th.
D . A m ulti -use pat h wi th sig nage an d site lighti ng along W ash ington Stre et con ne cting City
C e nter w ith H ia tus R oad and the R aintree passive park.
E. Im prove d co nnectivity to transit and m ultim odal transportatio n
6: A fter the re solution is adopted by the C ity C om m ission, the M P O w ith funding through their
FT A M o bili ty H ub fund w ill w ork w ith their consultants to further the cost estim ates and com plete
the project ap p lication fo r the Federal T ransit A dm inistration (FT A ).
7. U p o n ap pro va l by the FT A , the C ity and M P O w ill draft a subrecipient agreem ent that w ill
outline the role s and responsibility fo r each agency m oving fo rw ard.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF PEMBROKE PINES, FLORIDA, APPROVING
THE 2020-2023 CITY OF PEMBROKE PINES
COMMUNITY SHUTTLE OPERATIONS, TITLE VI
PROGRAM PURSUANT TO FEDERAL TRANSIT
ADMINISTRATION REQUIREMENTS; DIRECTING THE
APPROPRIATE CITY OFFICIALS TO TAKE ANY AND
ALL ACTION NECESSARY TO EFFECTUATE THE
INTENT OF THIS RESOLUTION; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Pembroke Pines ("Ci ty ") has an agreement with
both the Aging and Disability Resource Center of Broward County and Broward
County to provide Senior Transportation and fixed route transportation services
respectively, and;
WHEREAS, the City utilizes funding from the Federal Transit
Administration ("FT A") to assist in the operation of its Senior Transportation and
fixed route transportation services, and;
WHEREAS, the City, as a sub-recipient of FTA funds, is required to adopt
FTA Title VI Program Guidelines (Exhibit "A") every three (3) years;
WHEREAS, the City's 2020-2023 FTA Title VI Program Guidelines, which
are attached hereto as Exhibit "A", have been reviewed and approved by the
Broward County; and
WHEREAS, the City Commission finds that approving the 2020-2023
FTA Title VI Program Guidelines is in the best interest of the health, safety, and
welfare of the citizens and residents of the City.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF PEMBROKE PINES, FLORIDA, AS FOLLOWS:
Section1. The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution.
Section2. The City Commission hereby approves and adopts the
2020-2023 City of Pembroke Pines Community Shuttle Operations, Title VI
Program, in substantially the form as attached hereto as Exhibit "A", and
incorporated herein by reference.
Section 3. The appropriate City officials are hereby authorized and
directed to take any and all action necessary to effectuate the intent of this
resolution.
Section4. All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
Section 5. If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining portions
or applications of this Resolution.
Section 6. This Resolution shall become effective immediately upon its
passage and adoption.

SUMMARY EXPLANATION AND BACKGROUND:
1. On December 2, 2015 the City adopted Resolution NO.3477 approving revision to the
2013-2016 FTA Title VI Program Guidelines. The guidelines were reviewed and updated on
October 2018 with Resolution NO.3624. The guidelines have been updated and approved by

the Florida Department of Transportation.
2. Th e City of Pem broke Pines/Southwest Focal Point Senior Center has an agreemen t with
the Aging and Disability Resource Center of Broward County to provide Senior Transportation
and fixed route transportation services. The City also utilizes fund for the Federal Transit
Administration (FT A) to assist in the operation on Senior Transportation and fixed route
transportation services.
3. Th e City as a sub-recipient of FT A funds is required to adopt FT A Title VI Program
Guidelines every three (3) years.
4. Requesting City Commission to approve the submission of Title VI.
