DATE: February 10, 2021 SUBJECT: Miami Beach Affordable Housing Resilience I'm pleased to announce the City of Miami Beach's participation in a new "Keep Safe Miami" Program that will equip affordable housing owners and operators with tools to assess their buildings' resilience to climate change and natural disasters. The tool will also provide actionable strategies and guidance on financing to address these vulnerabilities. The program was developed by Enterprise Community Partners. "Resilient affordable housing" and "preparing your property" are both actions within the Resilient305 Strategy a partnership among Miami Beach, Miami-Dade County and the City of Miami. Affordable housing properties owned by the City of Miami Beach will be participating in the pilot program. In addition, the application will be open to all affordable housing operators in Miami Beach. For affordable housing property owners and tenants, dealing with flooding and preparing for extreme weather events are significant stressors on top of worrying about their economic situation. South Florida is home to approximately 43,000 multifamily affordable housing units, many located in the Miami area. The impacts of climate change and extreme-weather conditions are increasing, and a number of these units are aging, without consideration of climate related risks. Miami Beach ranks 11th in the nation for projected coastal flood risks faced by affordable housing units in 2050, while Florida's affordable housing stock ranks fifth among the states (Climate Central). Miami Beach's affordable housing properties include: • London House Apartments • Madeleine Village Apartments • Neptune Apartments • Lottie Apartments • Coral Apartments Keep Safe Miami will first help affordable housing owners prioritize the most at-risk buildings in their portfolios, then provide actionable strategies and financing recommendations to ensure their properties and residents can be protected. The tools will be provided free-of-charge and will be accompanied by a series of trainings. Below is a summary of how the program will benefit different stakeholders: • Portfolio Risk Analysis Tool - This first phase of the tool will help developers identify at a high level the most and least resilient properties in their portfolio. DocuSign Envelope ID: 722B9C12-8C51-4837-A423-6A4EA9212B17F • Property Resilience Audit Tool - Once the most vulnerable properties in the portfolio have been determined, the Property Resilience Assessment tool will enable owners to evaluate the specific needs of their properties and identify resilience strategies at the building level through site assessments. • Funding Resources Guide - This guide will inform affordable housing owners and portfolio managers about available resources as they work to secure capital to implement the recommendations determined in the first two phases of Keep Safe Miami.
