SUBJECT: MBPO Citywide and AOCO Policing Plan February 3-21, 2021 The purpose of this Letter to Commission (L TC) is to update the Mayor and City Commission and to provide a summary update on the efforts of the Miami Beach Police Department Cityw ide and AOCO Policing Plan entering the first week of the Spring Break 2021 period. Effective Feb ruary 15, the Depar tmen t also tran sitione d to the Spring Break staffing deployment, temporarily consolidating yet even more resources to address the expected increase in demand for service. Enforcement efforts have resulted in the following: There were 397 arrests made from February 3" to Feb ruary 21st, Th ere were one hundred and twenty-nine (129) that were felony arrests. There were one hundred forty- five ( 145) that were misdemeanor arrests. There were also one hundred tw enty-three (123) that were Municipal Ordinance Violations. The following is a further breakdown of the violations associated with these arrests and are as follows: • One hund red-forty -three (143) of those arrested were involved public consumption of drugs. • Fifty (50) of those arrested involved public consumption of alcohol. • Twenty-three (23) of those arrested had firearm s seized. • Six (6) persons were arrested for reckless driving. • Forty-nine (49) of those arrested involved obstruction and resisting arrest. • There were six (6) incidents that involved boating violations. • One hundred forty-eight (148) of the all arrests occurred on Collins Avenue (37 percent). DocuSign Envelope ID: 263C1 BD1-A4C9-41A3-B2CA-CCF8BC79751 C The following is a breakdown of the residency status of the 397 arrested. • Forty (40) of those arrested reside in Miami Beach. • One hundred and forty ( 140) of those arrested reside in other Florida locations with thirty-five (35) of those residing in Miami. • Sixty (60) of those arrested declared themselves homeless and from Miami. • Two-hundred and one (201) of those arrested reside outside the State Florida. This accounts for 51 percent of the total arrests. The following is breakdown of the location of the arrest(s) as it pertains to the area configuration of the City. • Two hundred and thirty-eight (238) of the 397 city-wide arrests were made in the Art Deco Cultural District. This is 60 percent of the total arrests made citywide. • Of the two hundred and thirty-eight (238) arrests, twelve (12) resided in Miami Beach, twenty-eight (28) arrestees declared themselves as homeless from Miami, fifty-six (56) arrestees resided in other parts of Florida and one hundred and forty-two (142) of those arrested, or 60 percent, were from out of the State of Florida. • Of the two hundred and thirty-eight (238) ADCD arrests, seventy-four (7 4) were felony arrests. There were fifty-seven (57), misdemeanor arrests. There were also one hundred and eight (107) Municipal Ordinance Violations. RJA/RMC:p~
