Aquila DATE: March 15, 2021 SUBJECT: Citywide and ADCD Policing Plan February 3, 2021 - March 15, 2021 The purpose of this Letter to Commission {LTC) is to update the Mayor and City Commission and to provide a summary update on the efforts of the Miami Beach Police Department's Citywide and ADCD Policing Plan entering the 2021 Spring Break period. Starting on February 15, 2021, the Department transitioned to the Spring Break staffing deployment, temporarily consolidating yet even more resources to address the expected increase in demand for service. Enforcement efforts have resulted in the following: There have been eight hundred and ninety-four (894) arrests made between February 3 - March 14, 2021. • Three hundred and thirty-two (332) were felony arrests. • Three hundred and sixty-four (364) were misdemeanor arrests. • One hundred and ninety-eight (198) were Municipal Ordinance Violations. Below is a detailed breakdown of the violations associated with these arrests: • Seventy -eight (78) firearms have been seized. • Two hundred and fifty-one (251) of those arrested involved public consumption of drugs. • One hundred and eleven (111) of those arrested involved public consumption of alcohol. • Thirteen (13) drivers were arrested for reckless driving. • One hundred and thirty-five (135) of those arrested involved obstruction and resisting arrest. • There were twelve (12) incidents involving boating violations. • Three hundred and forty-nine (349) of all arrests occurred on Collins Avenue, which is 39 percent of all arrests. • There have been five thousand-four hundred and forty-two {5,442) Traffic Citations issued between February 3 - March 14, 2021. DocuSign Envelope ID: 3D14DC47-62A7-4AB9-A4A7-4F636E188814 The following is a breakdown of the residency status of the 894 arrested. • Three hundred and seventy-four (374) of those arrested reside in Miami-Dade County. • Ninety-four (94) of those arrested reside in Miami Beach. • One hundred and forty-one (141) self-identified as homeless from Miami. • Seventy-eight (78) reside outside of Miami-Dade but in the State of Florida. • Four hundred and forty-two (442) of those arrested live outside of Florida. This accounts for 50 percent of the total arrests. The following is breakdown of the location of the arrest(s) as it pertains to the area configuration of the City. • Five hundred and forty (540) of the eight hundred and ninety-four (894) arrests arrestees' city-wide arrests were made in the Art Deco Cultural District (ADCD). This is 60 percent of the total arrests made citywide. • One hundred and sixty-three (163) of those arrested in the ADCD reside in Miami-Dade County. • Of the one hundred and sixty-one (161) Miami-Dade resident arrests made in the ADCD, thirty-two (32) were from Miami Beach. • Of the one hundred and sixty-one (161) Miami-Dade resident arrests made in the ADCD, fifty-seven (57) self-identi fied as being homeless from Miami. • Fifty-two (52) of those arrested in the ADCD reside outside of Miami-Dade in the State of Florida. • Three hundred and twenty-five (325) of those arrested in the ADCD reside outside the State Florida. This accounts for 60 percent of the total arrests. • Of the five hundred and thirty-eight (538) ADCD arrests, two hundred and four (204) were felony arrests. There were one hundred and sixty-seven (167) misdemeanor arrests. There were one hundred and sixty-seven (167) Municipal Ordinance Violations. • Two hundred and twenty (220) of the five hundred and thirty-eight (538) arrests made in the ADCD occurred on Collins Avenue (41 percent).
