Citywide and ADCD Policing Plan February 3, 2021 - March 21, 2021
The purpose of this Letter to Commission (L TC) is to update the Mayor and City
Commission and to provide a summary update on the efforts of the Miami Beach Police
Department's Citywide and AOCO Policing Plan entering the 2021 Spring Break period.
Starting on February 15, 2021, the Department transitioned to the Spring Break staffing
deployment, temporarily consolidating yet even more resources to address the expected
increase in demand for service. Enforcement efforts have resulted in the following:
There have been one thousand and fifty (1050) arrests made between
February 3-March 21, 2021.
• Three hundred and ninety-eight (398) were felony arrests.
• Four hundred and thirty-eight (438) were misdemeanor arrests.
• Two hundred and fourteen (214) were Municipal Ordinance Violations.
Below is a detailed breakdown of the violations associated with these arrests:
• One hundred and two (102) firearms have been seized.
• Two hundred and seventy-eight (278) of those arrested involved public
consumption of drugs.
• One hundred and twenty-six (126) of those arrested involved public consumption
of alcohol.
• Twenty-one (21) drivers were arrested for reckless driving.
• One hundred and eighty-two (182) of those arrested involved obstruction and
resisting arrest.
• There were fourteen (14) incidents involving boating violations.
• Three hundred and ninety (390) of all arrests occurred on Collins Avenue, this
is 37 percent of all arrests in the ADCD.

• There have been eleven thousand-two hundred and seventy-nine (11,279) Traffic
Citations issued between February 3- March 21, 2021.
The following is a breakdown of the residency status of the one thousand and fifty (1050)
arrested.
• Five hundred and forty-two (542) of those arrested live outside of Florida, this
accounts for 52 percent of the total arrests.
• One hundred (100) of those arrested reside in Miami Beach.
• Four hundred and twelve (412) of those arrested reside in Miami-Dade County.
• Ninety-six (96) reside outside of Miami-Dade but in the State of Florida.
• One hundred and fifty-seven (157) self-identified as homeless from Miami.
The following is breakdown of the location of the arrest(s) as it pertains to the area
configuration of the City.
• Six hundred and thirty-six (636) of the one thousand and fifty (1050) city-wide
arrests were made in the Art Deco Cultural District (ADCD). This is 61 percent of
the total arrests made citywide.
• Three hundred and ninety-seven (397) of those arrested in the AOCO reside outside
the State Florida. This accounts for 62 percent of the total arrests.
• Of the one hundred and seventy-eight (178) Miami-Dade resident arrests made in
the ADCD, thirty-four (34) were from Miami Beach.
• Of the one hundred and seventy-eight (178) of those arrested in the AOCO reside
in Miami-Dade County.
• Sixty-one (61) of those arrested in the AOCO reside outside of Miami-Dade in the
State of Florida.
• Of the one hundred and seventy-eight (178) Miami-Dade resident arrests made in
the AOCO, seventy-two (72) self-identified as being homeless from Miami.
• Of the six hundred and thirty-six (636) AOCO arrests, two hundred and thirty-six
(236) were felony arrests. There were two hundred and sixteen (216) misdemeanor
arrests. There were one hundred and eighty-four (184) Municipal Ordinance
Violations.
• Two hundred and forty-three (243) of the five hundred and thirty-eight (636)
arrests made in the ADCD occurred on Collins Avenue (38 percent).
