LTC 138-2021 Memorial Day Weekend 2021 ProgrammingMIAM I BEACH OFFICE OF THE CITY MANAGER LTC # 138-2021 LETTER TO COMMISSION TO: FROM: DATE: SUBJECT: Mayor Dan Gelber and Members of the City Cílission Raul Aguila, Interim City Manager~ .w\ ~-' i- --- April 1, 2021 Memorial Day Weekend 2021 Programming The purpose of this Letter to Commission (LTC) is to provide an update on the planned and proposed programming for the upcoming Memorial Day Weekend. As per the agreement with A National Salute to America's Heroes, LLC, the Hyundai Air & Sea Show will take place on May 29-30, 2021, in Lummus Park from 10th Street to 14th Place. Due to the continued impacts of the COVID-19 pandemic, the event will have a smaller footprint than in previous years and added responsive measures including, but not limited to, social distancing, mask/face covering requirements, enhanced sanitation/cleaning protocols, and touchless service innovations. As in previous years, the 2021 Hyundai Air & Sea Show will attract the best of the US Military. Showcasing the men, women, technology and equipment from all five (5) branches of the United States Military as well as our police, firefighters and their first responder agencies, this two (2) day spectacular event features offshore power boat demonstrations, extreme water sports, action zone, military display village and more, all on our beautiful Lummus Park and beachfront. Sea events, including offshore powerboat exhibitions, jet ski freestyle exhibition, and flyboard demonstrations will take place from 11 AM to noon; and air events, including demonstration and fly-bys, precision exercises and team demonstrations will occur from noon to 4:30 PM. In addition, the action zone and display village will be returning with a motocross demonstration between 11 & 14 Streets in Lummus Park. The Agreement allows for a concert and fireworks display, at the expense of the event producer. However, this year, the Air & Sea Show organizer, Micky Markoff, has advised us that due to lack of sponsors for the concert and fireworks, he does not have the funds necessary to produce that programming. However, should the City wish to proceed with funding the concert and fireworks the cost would be approximately $250,000. The Agreement also provides for City funding including the waiver of City Special Event Permit fees, and all costs associated for event-related public services. The estimated City costs for the 2021 show are approximately $155,000 for permit fees, and an additional $150,000 for City services including Police, Fire, and Sanitation. In addition to the planned Air & Sea Show schedule, the City will be activated with other diverse programming. The Department of Tourism and Culture is finalizing a free concert for Sunday, May 30, 2021 at Pride Park, between 5:30 PM and 9:30 PM. Proposed talent includes the 13" Army Band, Nu Deco Ensemble, and other local recording artist. We are also working to host a free community event on Monday, May 31, 2021 at Sound Scape Park. Several community partners will also be hosting activations and programming, including the Lincoln Road Business Improvement District which is coordinating family friendly episodic music, and exercise classes throughout Lincoln Road. Miami Beach Urban Studios (FIU) is hosting a special exhibition to celebrate the opening of their new gallery space on Washington Avenue. As we become more aware of the details of these activations, we will update the Mayor and Commission. Finally, a full presentation regarding the City's Memorial Day Weekend Plan including programming, security, traffic, sanitation, and other City services, will be made at the April 21, 2021 Commission Meeting.
