SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) No. 2021-108-WG Health
Care Benefits Consulting Services
The purpose of this L TC is to update the Mayor and City Commission on the status of Request for
Proposals (RFP) No. 2021-108-WG, which seeks proposals from well qualified firms for health care
benefits consulting services, actuarial and financial reporting services to assist the Administration with
the employee benefits programs offered.
The City will receive proposals pursuant to this RFP on April 7, 2021. The responsive proposals will
be reviewed by the Evaluation Committee in accordance with the criteria established in the RFP.
I am considering appointing the following individuals to serve on the Evaluation Committee:
• Marvin Adams, Employee Benefits Manager, Human Resources Department
• Jair Espinoza, Benefits Manager, City of Miami
• Frank Estevez, Compensation Manager, Human Resources Department
• Vyomie Greene, Accounting Manager, Finance Department
I am also considering the following individuals as alternates:
• Sonia Bridges, Risk Management and Benefits Division Director, Human Resources
Department
• Ramon Suarez, Recruitment Manager, Human Resources Department
I would appreciate any comments and/or suggestions you may have within three (3) days of the
release of this L TC.
