Aquila April 12, 2021 Updated Citywide and ADCD Policing Plan February 3, 2021 - April 11, 2021 The purpose of this Letter to Commission (LTC) is to update the Mayor and City Commission and to provide a summary update on the efforts of the Miami Beach Police Department's Citywide and ADCD Policing Plan entering the 2021 Spring Break period. Starting on February 15, 2021 and ending April 11, 2021, the Department transitioned to the Spring Break staffing deployment, temporarily consolidating yet even more resources to address the expected increase in demand for service. Enforcement efforts have resulted in the following: City-wide there have been one thousand four hundred and twenty (1420) arrests made between February 3 - April 11, 2021 . • Five hundred and seventy-nine (579) were felony arrests. This represents forty-one (40.77) percent of the one thousand four hundred and twenty (1420) city-wide arrests. • Five hundred and seventy-six (576) were misdemeanor arrests. This represents forty-one (40.56) percent of the one thousand four hundred and twenty (1420) city- wide arrests. • Two hundred and sixty-five (265) were Municipal Ordinance Violations. This represents nineteen (18.66) percent of the one thousand four hundred and twenty (1420) city-wide arrests. Below is a detailed breakdown of the violations associated with these city-wide arrests: • One hundred and forty-two (142) firearms have been seized . The number of firearms seized corresponds to ten (10) percent of the one thousand four hundred and twenty (1420) city-wide arrests. • Four hundred and one (401) of those arrested involved public consumption of drugs. That represents twenty-eight (28.23) percent of the total number of city-wide arrests. • One hundred and seventy-two (172) of those arrested involved public consumption of alcohol. That represents twelve (12.11) percent of the total number of city-wide arrests. • Twenty-seven (27) drivers were arrested for reckless driving. That represents two (1 .9) percent of the total number of city-wide arrests. • Two hundred and thirty-six (236) of those arrested involved obstruction and resisting arrest. That represents seventeen (16.61) percent of the total number of city-wide arrests. That represents two (1.83) percent of the total number of city-wide arrests. • City-wide, five hundred and forty-three (543) of all city-wide arrests occurred on Collins Avenue. This represents thirty-eight (38.23) percent of all city-wide arrests. • There have been eleven thousand and seventy-three (11,073) Traffic Citations issued between February 3 - April 11, 2021. • There have been nine hundred and ninety-three (993) Traffic Citations issued February 3 - April 11, 2021 through LPR enforcement. The following is a breakdown of the residency status of the one thousand four hundred and twenty (1420) city-wide arrests. • Seven hundred and fourteen (714} of the one thousand four hundred and twenty (1420) arrested live outside of Florida. This accounts for fifty (50.28) percent of the total city-wide arrests. • Of the one thousand four hundred and twenty (1420) city-wide arrests, one hundred and sixty (160) of those arrested reside in Miami Beach. This represents eleven {11.26) percent of the city-wide arrests. • Of the one thousand four hundred and twenty (1420) city -wide arrests, two hundred and thirteen (213) self-identified as homeless from Miami. This represents fifteen (15} percent of the city-wide arrests. • Of the one thousand four hundred and twenty (1420) city -wide arrests, five hundred and seventy-five {575} of those arrested reside in Miami -Dade County. This represents forty (40.49) percent of the city-wide arrests. • Of the one thousand four hundred and twenty (1420} city -wide arrests, one hundred and thirty-one (131} reside outside of Miami -Dade but in the State of Florida. This represents nine {9.22) percent of the city-wide arrests. The following is the breakdown of the location of the arrest(s) that occurred in the ADCD configuration of the City. • Eight hundred and four (804} of the one thousand four hundred and twenty (1420) city- wide arrests were made in the Art Deco Cultural District (ADCD). This accounts for fifty-seven (56.61) percent of the city-wide arrests. • Five hundred and two (502} of the eight hundred and four (804) arrested in the ADCD reside outside the State Florida. This accounts for sixty-two (62.43) percent of the total city-side arrests. • Two hundred and twenty-three (223) of the eight hundred and f our (804) arrested in the ADCD reside in Miami-Dade County. • Of the two hundred and twenty -three {223) Miami-Dade resident arrests made in the ADCD, forty-two (42) were from Miami Beach. • Of the two hundred and twenty -three (223) Miami-Dade resident arrests made in the ADCD, ninety-eight (98) self-identified as being homeless from Miami. • Seventy-nine (79) of those arrested in the ADCD reside outside of Miami -Dade in the State of Florida. This represents forty (39.8) percent of ADCD arrests. • Of the eight hundred and four (804) ADCD arrests, there were two hundred and seventy- one (271) misdemeanor arrests. This represents thirty-four (33.7) percent of ADCD arrests. • Of the eight hundred and four (804) ADCD arrests, there were two hundred and thirteen (213) Municipal Ordinance Violations. This represents fifty-three (53.25) percent of ADCD arrests. • Three hundred and thirty-one (331) of the eight hundred and four (804) ADCD arrests occurred on Collins Avenue.
