Bond Program - Project Implementation Update No. 15 The purpose of this Letter to the Commission ("L TC") is to advise you on the status of the implementation of the 39 General Obligation Bond (G.O. Bond) Projects approved by the City Commission for the first tranche of funding (Tranche 1) in the amount of $152,466,449 including issuance costs. Refer to Exhibit A for the meeting agenda which took place with the G. O. Bond Oversight Committee on March 25, 2021. IMPLEMENTATION STATUS Project Dashboard and Program Progress Report As of March 25, 2021, a total of 29 out of 39 Tranche 1 projects are in some form of "Active" status and 7 projects are completed. Ch art 1 below shows the full breakdown by Category. Bond Program - Project Implementation Update No. 15 April 13, 2021 Page 2 of 6 Approximately $36.2 million dollars have been expended and another $22.6 million are encumbered for a total of $58.8 million. Chart 2 below shows the full breakdown of the expenditures broken down by Category. Chart 2 Tranche 1 Progress Most of the 39 projects in Tranche 1 have different components which are considered distinct projects or “subprojects” that are tracked separately and have separate budgets, procurement, and implementation schedules. The Tranche 1 Subproject Activity Summary of the Progress Report summarizes the subproject activity into Status, Category and Funding amount. Subproject Tracking Summary by Phase The tracking summary indicates that 32 (43%) of the 73 total Tranche 1 subprojects have been completed, 8 (11%) are under construction, 22 (30%) are in a design phase, 8 (11%) are in a planning phase, and 4 (5%) are pending to become active. Chart 3 shows the status of all subprojects broken down by Phase and Category. G.O. Bond Program - Project Implementation Update No. 15 April 13, 2021 Page 3 of 6 Chart 3 The expenditures summary indicates that as of March 25, 2021, the 32 completed subprojects equate to $18 million of the budget (12%), $30.5 million (20%) equate to subprojects under construction, $61.5 million (41%) equate to subprojects that are in the design phase, $19 million (13%) equate to subprojects that are in the planning phase, and a total equating to $22 million (15%) are for subprojects which are pending to become active. The total funding expenditures for each of the sub-project categories is indicated on Chart 4 below. Chart 4 G.O. Bond Program - Project Implementation Update No. 15 April 13, 2021 Page 4 of 6 Chart 5 below compares the status of projects from previous months to the current month, going back to October 2019. Chart 5 POTENTIAL TREE RELATED IMPACTS The ongoing discussion among the City Commission regarding the Urban Forestry Master Plan was discussed at the March 25, 2021 G.O. Bond Oversight Committee meeting, and the current 90-day moratorium that the City Commission has placed on palm removals was addressed. Staff detailed the circumstances in which G.O. Bond projects could be negatively impacted by a change to the Urban Forestry Master Plan. The G.O. Bond Oversight Committee expressed concern for the success of several G.O. Bond-funded projects, in the event that a decision is made that would delay project timelines or threaten their feasibility. Ultimately, the committee passed the following motion: “Expeditiously execute the planning, design, and construction of any voter- approved G.O. Bond project, and as required by City Code and consistent with the City's Urban Forestry Master Plan proceeding to remove, relocate, or reestablish any palm and/or other tree, while making every effort, consonant with those projects, the Code and the Urban Forestry Master Plan, to preserve palms which are iconic to Miami Beach's culture and history.” REVISED IMPLEMENTATION PLAN UPDATE At the March 25, 2021 G.O. Bond Oversight Committee meeting, staff presented the revised implementation plan that will be proposed to the City Commission on April 21, 2021. The G.O. Bond Oversight Committee passed the following motion to support staff’s recommendation to approve the revised plan: “Endorse the amended G.O. Bond revised Implementation Plan, indicating revisions to Projects Nos. 51 & 54 per the recommendation of staff.” POLICE AND FIRE / PUBLIC SAFETY PROJECTS UPDATE #57 Lummus Park/Ocean Drive Cameras It was reported that construction is complete and now Staff is working on the configuration of the cameras. #56 Cameras on the Beachwalk It was reported that this project is scheduled to be completed by the week of March 26. Cameras on the eastern end of 15th St. and the eastern end of Lincoln Road are both up and are being configured currently by Staff. G.O. Bond Program - Project Implementation Update No. 15 April 13, 2021 Page 5 of 6 #57 Collins Ave/Washington Ave It was reported that Staff is currently testing some equipment that they want to use for the Washington Ave area. Staff is looking to split this project into two because these locations are going to progress on different timelines. Washington Ave will begin before Collins Ave. #50 Dade Blvd Corridor Cameras It was reported that Staff already has a proposal from a contractor, and it is currently being reviewed. This project will soon move to construction. #50 71 St Corridor Cameras It was reported that this project is currently in the Design Phase until April. Staff is estimating a short construction phase. #50 41 St Corridor Cameras It was reported that the Police Department’s work in this area will go along the construction of project #40 41 St Corridor. #50 Alton Road Corridor Cameras It was reported that Alton Road is a state road. This project is scheduled to end the Planning Phase at the end of August. #47 Other Readers Citywide It was reported that this is an ongoing project, where Staff will do their work to add readers in coordination with other projects. For example, as #57 Collins Ave/Washington Ave Cameras is being done, there will be a component of license plate readers that will be added to this project. There are currently 26 locations identified for this project. #49 Public Safety Radio System It was reported that out of the 10 sites that made up this project, 6 have been 100% completed. Out of the 4 remaining sites, 3 have had significant progress in the last few days. These 3 sites will be completed in April. The 10th site should be completed in a couple of months after the 3 sites are completed. Harris Corporation believes that this project will be completed and paid by September 2021. Bond Program - Project Implementation Update No. 15 April 13, 2021 Page 6 of 6 COMMUNITY INFORMATION AND OUTREACH The G.O. Bond program team continues to perform public information and outreach activities through various community meetings, social media platforms, and more. On Wednesday March 10, the program team participated in the Mayor’s Town Hall meeting with the Middle Beach Homeowner Association. On March 24, a virtual public meeting was held for the residents of Normandy Isles, where the Department of Transportation presented design plans and requested feedback for the upcoming Normandy Isles Traffic Calming project. As Middle Beach Beachwalk sections are re-opened to the public, residents are notified via constant contact construction advisories and/or U.S. mail. A ribbon-cutting ceremony for the Middle Beach Beachwalk project is anticipated for the summer once all sections through 45 Street are completed. In the April issue of the MB Magazine, the G.O. Bond Street Pavement and Sidewalk Improvement projects were featured. A similar article was published on the GO Blog, which listed all completed sections of the Street Pavement project thus far. Stoneman Douglas Park,PWD / T&T Tree Planting, 41st Street Lighting, Streets & Sidewalks, Traffic Calming X.Public Comment Public 6:20pm XI.Adjournment 6:30pm Committee Charge The purpose of the General Obligation Bond Oversight Committee is to make advisory recommendations to the City Manager and City Commission from a macro perspective regarding the timely progress, overall goals, costs, including financial efficiencies, and the timely completion of General Obligation Bond Program projects approved by the voters in the City of Miami Beach Special Election held on November 6, 2018. The Committee shall have the following powers & duties: 1.Receive input from the public, the City Administration, City consultants, and the City’s Inspector General, as needed, to make recommendations relative to the overall timing, cost efficiencies, and prioritization of the G.O. Bond Program projects. 2.Provide general oversight to ensure that G.O. Bond Program project timelines, budgets (including cost efficiencies) are p rioritized and achieved, and that the projects are completed in accordance with the scope of work approved by the voters. 3.Review City staff and G.O. BOND PROJECTS IN PROCESS Under Construction or almost Under Construction: 1.Brittany Bay Park (GOB seawall/living shoreline) – project is out to bid. Project could be delayed. 2. 72nd Street Community Complex FPL Transmission Line Relocation (GO Bond) – Some trees/palms will be impacted. The relocation will be delayed. Design or Planning Stage: The following projects are in some stage of design. If the design needs to be revised it could cause delays, permitting issues, and certainly cost escalations: 3.Bayshore Park (Par 3) – 100% designed. In permitting. Expect to issue bids later this year. 4.Maurice Gibb Park – 100% designed. In permitting. Expect to issue bids later this year. 5.Fire Station 1 – 30% designed. This will certainly affect the design and delay the project or make it unbuildable. 6. 72nd Street Community Complex – This could affect negotiations relative to the design. 7. 41st Street improvements – Not in design phase yet. This could significantly affect the ultimate design. 8.Lummus Park – Design firm is under contract and doing survey work to prepare for design. Projects Exempted from Possible Changes to the Code: •Surface Parking Lot in Biscayne Beach (GOB – seawall) – Contractor will begin construction within a month. •North Beach Oceanside Park Beachwalk - Awarded by Commission in February. Working through contract with legal/procurement. Expect to begin construction in 2-3 months.
