A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY
COMMITTEE, AT ITS APRIL 30, 2021 MEETING, TO EXTEND THE
EARLY CHILDCARE PREKINDERGARTEN PILOT PROGRAM FOR
MIAMI BEACH RESIDENTS, IN AN AMOUNT NOT TO EXCEED
$250,000 (PROGRAM FUNDS), FOR THE 2022-2023 SCHOOL YEAR;
AND AUTHORIZING THE APPROPRIATION OF THE PROGRAM
FUNDS FROM THE CITY'S BUDGET FOR FISCAL YEAR 2023; AND
FURTHER AUTHORIZING THE CITY MANAGER OR HER DESIGNEE
TO EXECUTE ANY REQUIRED AGREEMENTS AND DOCUMENTS TO
IMPLEMENT THE PROGRAM.
WHEREAS, on December 9, 2015, the City Commission passed and adopted
Resolution No. 2015-29222, authorizing the City Manager to negotiate an agreement(the
"Agreement")with Miami-Dade County Public Schools ("M-DCPS"), for the City to provide
funding to M-DCPS for one prekindergarten classroom ("VPK") at each of the following
schools: Biscayne Beach Elementary School and Miami Beach Fienberg/Fisher K-8 (the
"CMB VPK classrooms"); and
WHEREAS, CMB and M-DCPS executed the Agreement, dated February 10,
2016; and
WHEREAS, the prekindergarten services offered at Biscayne Beach Elementary
School and Fienberg/Fisher K-8 Center, under the terms of the Agreement, served the
City of Miami Beach resident children from the following four targeted schools: Biscayne
Beach Elementary School, Miami Beach Fienberg/Fisher K-8, North Beach Elementary
School, and Miami Beach South Pointe Elementary School, following the Registration and
Lottery Procedures for school years 2016/17, 2017/18, and 2018/19; and
WHEREAS, at the January 15, 2020 City Commission meeting, a referral was
made to the Finance and Economic Resiliency Committee("FERC")to discuss the funding
of an Early Childcare Pilot Program; and
WHEREAS, at its July 17, 2020 meeting, FERC recommended to fund an Early
Childcare Pilot Program for implementation in the 2021-2022 school year, with funding in
the amount of$250,000 to be appropriated from Fiscal Year 2022 funds; and
WHEREAS, the details of FERC's recommendation for the Early Childcare Pilot
Program are outlined as follows:
1. Eligibility requirements for all Miami Beach child applicants and Miami Beach
partner childcare providers:
a. Child must be 4 years old on or before September 1 of enrollment
school year to enroll;
b. Child's parent/legal guardian must be a resident of the City of Miami
Beach upon submission of application and throughout the year of
Program participation 2021-2022.
2. Eligibility requirements for all partner childcare providers:
Early childcare center must meet Florida Statutes applicable sections to be
eligible to offer prekindergarten as a public school provider, nonpublic school
provider or faith-based provider.
1. Be licensed as a childcare facility under s.402.305, F.S., family day care
home under s. 402.313, F.S., or large family childcare facility under
s.402.313, F.S.; or
2. Be licensed exempt under s. 402.3025(2), F.S. (nonpublic schools) or s.
402.316, F.S. (for faith-based providers), and
a. Hold a Gold Seal Quality Care designation under s. 402.281, F.S,;
b. Each agency must apply for Gold Seal with Department of Children
and Families or be accredited by an accrediting association that is
a member of:
i. National Council for Private School Accreditation
ii. The Florida Association of Academic Nonpublic Schools;
and
3. The requested funding for the prekindergarten stipend, in the amount of$250,000,
was contemplated to be distributed as follows: $250,000 would be available to
eligible applicants and equally apportioned among eligible children in an amount
not to exceed $2,700 per child, for maximum hourly rate of $6.00 per hour, up to
2.5 hours for 180 days; and
WHEREAS, on July 29, 2020,the Mayor and City Commission adopted Resolution
No. 2020-31375, authorizing a Prekindergarten Pilot Program for the 2021-22 school year;
and
WHEREAS, on January 5, 2021, the City conducted a computerized lottery to
determine the order in which applicants would be screened to determine eligibility based
on residency status of the primary parent/guardian and age of the applicant child; and
WHEREAS, as of May 3, 2021, agreements have been executed with fifteen (15)
Prekindergarten providers to partner with the City to expand PreK access to Miami Beach
families during the 2021-22 school year; and
WHEREAS, as of May 3, 2021, 104 prekindergarten applicants have been cleared
to participate in the Program; seventeen (17) applicants have opted out or are not
participating for various reasons including their preferred school is not a partner provider,
their child is not age eligible, or their selected public school does not require a parental
fee contribution; the remaining 87 applicants have been cleared to participate with 76
having signed confirmatory letters of participation; and the remaining eleven (11) are still
pending Prekindergarten provider selection due to their child's wait list status at their
preferred school or other reasons; and
WHEREAS, at the March 17, 2021 City Commission meeting, a referral was made
to the Finance and Economic Resiliency Committee (FERC)to discuss the extension
of the funding for the Early Childcare Prekindergarten Pilot Program to the 2022-23 school
year; and,
WHEREAS, on April 30, 2021, FERC members voted unanimously to support the
extension of the City's Prekindergarten Pilot Program for the 2022-23 school year, at an
amount of$250,000, for approximately 92 Miami Beach youth, at$2,700 per child for 180
days of service, at$6.00 per hour for an additional 2.5 hours a day; and further authorizing
the appropriation of funding for the Program in Fiscal Year 2023; and
WHEREAS,the Administration has funding, in the amount of$41,400, from Fiscal
Year 2022 to cover Program services for the months of August and September 2022.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Economic Resiliency
Committee, at its April 30, 2021 meeting, to extend the Early Childcare Prekindergarten
Pilot Program for Miami Beach residents, in an amount not to exceed $250,000(Program
Funds), for the 2022-2023 school year; and authorize the appropriation of the Program
Funds from the City's budget for fiscal year 2023; and further authorize the City Manager
or her designee to execute any required agreements and documents to implement the
Program.

RECOMMENDATION
Administration is seeking direction on the extension of the Prekindergarten Pilot Program for
the 2022-23 school year. If approved the enhancement request would be included in the FY23
budget and allow for the recruitment of providers, informational sessions to families and
computerized lottery between September 2021 through December 2021 to align to PreK
provider application openings and public school PreK application deadlines. Additionally,
further automation of the program is needed during the summer 2021 months to support
the anticipated increase in community and provider participation in year two. Further, enhanced
marketing of this educational enhancement, as well as other educational enhancements, is
needed to ensure community and public awareness of the City's efforts to achieve K-12
Educational Excellence.
BACKGROUND/HISTORY
At the January 15, 2020 City Commission meeting, a referral was made to the Finance and
Economic Resiliency Committee (FERC) to discuss the funding of an Early Childcare
Prekindergarten Pilot Program. At its July 17, 2020 meeting, FERC recommended to fund an
Early Childcare Prekindergarten Pilot Program for implementation in the 2021-22 school year,
with funding in the amount of $250,000 to be allocated in Fiscal Year 2022. At the July 29,
2020 Commision meeting, via Resolution 2020-31375 a Prekindergarten Pilot Program for the
2021-22 school year was authorized.
The details of the FERC recommendation for the Early Childcare Prekindergarten Pilot

Program included the following:
- Eligibility requirements for all Miami Beach child applicants include child must be 4 years old
on or before September 1 of enrollment school year to enroll or have a birthday that aligns to
public school Prekindergarten enrollment; and,
- Child's parent/legal guardian must be a resident of the City of Miami Beach upon submission
of application and throughout the year of program participation; and,
- Early childcare centers must meet Florida Statutes applicable sections to be eligible to offer
Prekindergarten as a public school provider, nonpublic school provider or faith-based provider
and be licensed as a childcare facility under s.402.305, F.S, family day care home under
s.402.313, F.S., or large family childcare facility under s.402.313, F.S.; or be licensed exempt
under applicable statutes. All providers must have a Department of Children and Families
identification number(DCF); and,
- The requested funding in the amount of $250,000 for Prekindergarten stipend will be
distributed to the provider monthly as a reimbursement in an amount not to exceed $2,700 per
child for a maximum hourly rate of $6.00 per hour up to 2.5 hours per day for 180 days of
service.
As of May 3, 2021, the Office of Organizational Development Performance Initiatives has
executed agreements with the below fifteen (15) Prekindergarten providers to partner with the
City to expand PreK access to Miami Beach families during the 2021-22 school year:

Additionally, the number of applications was adjusted to 104 total applicants due to two
duplicate applications. Of the original 104 applicants, seventeen (17) have opted out or are not
participating for various reasons including their preferred school is not a partner provider, their
child is not age eligible, or their selected public school does not require a parental fee
contribution. The remaining 87 applicants have been cleared to participate with 76 having
signed confirmatory letters of participation. The remaining eleven (11) are still pending PreK
provider selection due to their child's wait list status at their preferred school or other reasons.
Based on the number of eligible applicants, it is anticipated the City will utilize approximately
$234,900 of the original budget allocation of$250,000 during the 2021-22 school year.

Finance and Economic Reiliency Committee meeting, members voted unanimously to support
the extension of the City's Prekindergarten Pilot program for the 2022-23 school year at an
amount of $250,000 for approximately 92 Miami Beach youth at $2,700 per child for 180 days
of service at$6.00 per hour for an additional 2.5 hours a day. Funding for the program will be
allocated in Fiscal Year 2023 with approximately 30 days of funds available at$41,400 in Fiscal
Year 2022 to cover service dates in August and September 2022.
FERC members requested extensive marketing of this program, as well as other educational
initiatives, to ensure awareness of the City's innovation in the realm of education and to attract
new families to the Miami Beach community.
SUPPORTING SURVEY DATA
Achieve K-12 Educational Excellence
49.1% of residents indicated satisfied or very satisfied for the quality of public schools on Miami
Beach
41.9% and 38.1% respectively of residents between the ages of 18-34 and 35-44 were
satisfied or very satisfied with the value they received for the city taxes paid. This percent is
lower than the overall average citywide at 44.3% and significantly lower than residents age 55-
64 and 65+at 47.5% and 61.5%satisfied/very satisfied respectively.

Resolution No. 2018-30259, approving the reduction in funding for the CMB VPK
classrooms during the 2018-2019 school year, by approving the removal the CMB
VPK class at Miami Beach Fienberg/Fisher K-8, and providing funding for fifty
percent (50%) of personnel costs for the CMB VPK class at Biscayne Beach
Elementary School, in an amount not to exceed $35,000, with M-DCPS funding
the remaining costs; and
WHEREAS, on June 26, 2018, the parties executed Amendment No. 1,
memorializing that the CMB VPK class at Biscayne Beach Elementary School
would be providing the VPK program for the four targeted Miami Beach schools;
and
WHEREAS, the Agreement expired on June 30, 2019; and

WHEREAS, the Administration and MDCPS agreed to extend the
Agreement to continue the CMB VPK program at Biscayne Beach Elementary
School for the 2019-2020 school year, with two(2)additional one-year extensions,
upon mutual agreement of the parties, with the City continuing to contribute an
amount not to exceed $35,000 per school year; and •
WHEREAS, M-DCPS agreed to fund the portion of the costs to operate the
CMB VPK classroom, which will not be funded by CMB for the 2019-2020 school
year and subsequent years; and
WHEREAS, at the January 15, 2020 City Commission meeting, a referral
was made to the Finance and Economic Resiliency Committee ("FERC") to
discuss the funding of an Early Childcare Pilot Program; and

The purpose of this Letter to Commission is to update you on the status of the City of Miami
Beach's Prekindergarten (PreK) Pilot Program for Miami Beach residents for the 2021-2022
school year, approved at the July 29, 2020 Commission meeting. The Prekindergarten Pilot
Program will expand hourly access to high quality PreK providers by providing up to $2,700 to
eligible Miami Beach families.
A computerized lottery was held on Tuesday, January 5, 2021 to place all resident applicants
in a numerical order for stipend receipt. Results from the lottery have been posted on the
City's website including family name, confirmation number, and lottery number(Attachment
A). There are 106 Miami Beach residents who submitted applications to receive the PreK
stipend of which approximately 92 will be selected. There are currently eighteen (18)
Prekindergarten provider partners (Attachment B)who registered to join the City in its effort to
expand access to quality early childhood education.
The PreK website located at www.miamibeachfl.gov/prek provides an overview of the
program, lottery results, and provider information (Attachment C). Staff from the Office of
Organizational Development Performance Initiatives (Education)will contact family applicants
over the next several weeks in the order of selection by the computerized lottery process to
verify residency and child age until all funds are exhausted.
Additionally, the administration held several informational sessions for interested Miami Beach
families and PreK providers from September through December 2020. Miami Beach
providers were also contacted directly to inform them of this opportunity.
We will continue to support our vision of being a prosperous city with a special flavor of arts,
culture, education, and business with management objectives of being known for(K-12)
educational excellence.
