Hudak, City Manag t_JJ\:l \ DATE : July 15, 2021 SUBJECT: Rolling Loud Weekend Action Plan, July 23 -25, 2021 The purpose of th is Letter to Commission is to provide an overview of the City's activation and deployment plan for the weekend of the Rolling Loud music festival scheduled for July 23 -July 25, 2021. Rolling Loud is an event that began six years ago as a one-day festival in Miami's Wynwood neighborhood . The festival has grown into a three -day affair featuring a substantial talent base . The festival is now held at Hard Rock Stadium with this year's attendance estimated at 80,000 per day. According to promoters, the event is sold out and has become one of the largest three -day music festivals in the world . Historical experience indicates that at the conclusion of the performances each day, many of the patrons eventually migrate to the City of Miami Beach for special events , nightclub performances, and afterparties . Current projections show Miami Beach hotel occupancy is expected to be at least 88% with professional vacation rentals hovering at 78% and homesharing platforms at 79%. Similarly, the County's occupancy is predicted at around 80%. The current forecasted occupancy is higher than Memorial Day Weekend 2021 . Multiple City departments are working together to implement a comprehensive and coordinated plan to ensure the safety and enjoyment of visitors and residents alike. Police Staffing The Miami Beach Police Department (MBPD) has put together an action plan to provide increased visibility, presence, and to deter crime throughout the City and the Art Deco Culture District (ADCD). The Department will be deploying on an Alpha/Bravo schedule beginning on Friday, July 23 at 6 a.m . and end ing on Monday, July 26 at 8 a.m. The Department will also enhance the staffing configurations on Thursday, July 22 and on Monday, July 26. Additionally, approximately 80 Miami -Dade County and Miami Beach Goodwill Ambassadors will once again be activated within the ADCD beginning on Friday, July 23 through Sunday, July 25. Traffic Information Heightened traffic mitigation will also be put into effect throughout the weekend. The 100 and 200 blocks of 5 Street through 15 Street will be closed to vehicular traffic, and Miami-Dade School Police officers will also be assisting the Department on traffic posts along Collins Avenue . MBPD personnel will additionally be assigned to all parking garages south of Dade Boulevard . 1 To better manage vehicular traffic and potential gridlock issues in the Flamingo Park and South of Fifth neighborhoods, 6 to 15 streets on the west side of Washington Avenue and 5 Street from Lenox to Washington avenues will be mitigated to limit traffic into the residential areas. In addition, a traffic enforcement plan will be in effect each evening from 10 p.m . to 3 a .m. on both the MacArthur and Julia Tuttle causeways. During these times, those entering the City can expect delays. Residents are encouraged to utilize the Venetian Causeway if they plan on returning to the City during these hours. Parking Information Between Friday, July 23 through Sunday , July 25 , a flat parking rate of $20 per vehicle will be imposed in all city parking garages in the ADCD except for access card holders and residents. No in/out will be permitted . Additional City Services The Parks Department will have enhanced staffing at Lummus Park throughout the weekend, including Park Rangers and Restroom Porters . Additional Sanitation crews will be readily available to monitor residential neighborhoods and respond as necessary . Neighborhood Outreach The Communications team will share the impacts with our residents so they can plan accordingly. Updated information will be available at www.miamibeachfl.gov/Trafficlmpacts starting Friday, July 16. The team will also share communications with each of the impacted Neighborhood Associations via citywide emails, traffic text alerts and on our social media platforms . These collective efforts are designed to mitigate traffic woes , enhance public safety, and ensure the highest quality of life for our residents and visitors. ATH/RMC/PA/cmrp 2
