SUBJECT: Appointment of Frank Quintana as Interim Chief Information Officer and Dr.
Alba Tarre as Interim Housing and Community Service Director
The purpose of this L TC is to advise you of updates on two personnel changes that I have previously
communicated to you .
Our Chief Information Officer, Chris Sarandos, and his family have made the decision to move back to
Wisconsin to deal with family matters. While losing Chris poses a loss for the City, this is a positive decision
for his family. We are very happy for him and wish them well. In the interim, we have an outstanding team
of professionals in the Information Technology Department that are committed to ensuring the development
and maintenance of IT services to utilize emerging technology and meet modern cybersecurity challenges .
Also, Maria Ruiz who has served the City in Housing and Community Services is retiring after 26 years of
service. Maria became a Director in January 2014 and has led a tremendous effort over the years helping
our most vulnerable citizens . During Covid-19 pandemic those services had to be expanded immediately
and the Housing and Community Service team clearly stepped up to serve . We wish Maria all the best in
her well-earned retirement.
I am appointing Frank Quintana, Deputy Chief Information Officer as the Interim Chief Information Officer
until we appoint a permanent replacement. Frank has more than 23 years of senior level IT management
experience in several industries and has been with the City since August 2014.
I am appointing Dr. Alba Tarre , currently the Assistant Director of Housing and Community Services as the
Interim Housing and Community Services Director. Alba has served the City since November 2014 and
was promoted to Assistant Director in November 2016.
I have had the pleasure of working with both Frank and Alba for over a year and I am impressed with their
dedication and passion for the City as well as their work ethic . I believe each has exceptional professional
skills and institutional knowledge of the City's operations which will ensure that we have consistent
operations during this transition period. Please join me in thanking Frank and Alba for agreeing to take on
these interim roles while we consider our next steps.
