Hudak. “We invite our residents to join us on Saturday as we keep that promise.” The Miami Beach ceremony will begin at 8:30 a.m. outside Fire Station 2 in Miami Beach. A moment of silence will be observed at 8:46 a.m. as first responders lower the American flag to half-staff. Visitors and guests are asked to assemble behind the circle of first responders. The total number of victims includes the first responders who died while attempting to assist other victims but does not include the 19 terrorists who died while perpetrating the attacks that began with four hijacked airliners.
