SUBJECT: LAUNCH OF THE ELECTRIC-ASSISTED BICYCLE SHARING PILOT PROGRAM
WITH CITIBIKE
The purpose of this Letter to Commission (L TC) is to provide an update to the Mayor and the City
Commission in regard to launch of the electric-assisted bicycle sharing pilot program with Citi Bike.
On June 23, 2021, the Mayor and City Commission adopted Resolution No. 2021-31743,
approving the implementation of a one-year pilot program for the operation of up to 100 docked
electric-assisted bicycles citywide with CitiBike. The pilot program is commencing on January 18,
2022 with the strategic deployment of approximately 60 electric-assisted bicycles at key CitiBike
stations throughout the City. The remaining 40 electric-assisted bicycles will be deployed
gradually over the next couple weeks.
City Code prohibits the use of electric bicycles in certain areas of the City, including, but not limited
to Lincoln Road Mall, Beachwalk, Lummus Park Promenade, South Pointe Park, and any
sidewalk in the City. CitiBike has installed stickers on the inside of each electric-assisted bicycle
basket, on the exterior of each existing bicycle docking station, and on its website to educate
users about these restrictions. Please refer to the attachment for photos of an electric-assisted
CitiBike pilot bicycle and a map of prohibited areas. All electric-assisted pilot bicycles are
equipped with GPS devices for tracking purposes. Additionally, the CitiBike mobile application
will depict the locations of the docked electric-assisted bicycles available for customers to ride.
To ensure the safety of riders and the public, the electric-assist function on each pilot bicycle is
regulated to a maximum speed of 12 MPH. At speeds over 12 MPH, electric-assist bicycles will
operate as conventional bicycles (i.e., solely on human power). Given CitiBike's capital
investment associated with the integration of the new technology, the current price schedule for
customers and revenue share for the City will remain unchanged during the one-year pilot
program.
CitiBike will provide the City with a monthly report, including key performance metrics.
Furthermore, CitiBike will conduct an electronic user survey during the pilot program to ascertain
the effectiveness of the pilot in terms of providing a viable first/last mile option and reducing
vehicular trips in the City.
