Hudak, City Mana e DATE: March 29, 2022 LETTER TO COMMISSION of the City Commission SUBJECT: Corrected: March 2022 Spring Break Update This past weekend, we managed and implemented our plan for the fourth weekend of March 2022, which included the convergence of spring break with Ultra and Miami Music week. The 11 :59 p.m . curfew and closure of package liquor stores at 6 p.m. went into effect without any significant incidents. Going into next weekend, I have reviewed the intelligence information with our Miami Beach Police Chief and discussed with the Miami-Dade Police Director. At this time, we do not think it will be necessary to declare a State of Emergency nor implement a curfew. Consistent with our planning, the high level of public safety interagency staffing will remain in place through April 3. We will continue to follow our s pring break plan with the following safety mea s ures as outlined in a February 1, 2022 Letter to Commission: Police The Police Department continues to closely monitor open-source information regarding parties at nightclubs, bars and party-homes. Police are collaborating with Code Compliance to address any violations. Residents, business owners and visitors will continue to see heightened police presence along our causeways, Fifth Street corridor, Washington Avenue, Collins Avenue, Ocean Drive and the beach. Uniformed officers are proactively patrolling in motor vehicles, ATVs, mules, bikes, and on foot. Additionally, the Motor Unit is conducting proactive traffic enforcement details throughout the City. Marine Patrol officers have enhanced staffing 7 days a week and have placed additional vessels on the water to maximize visibility on the waterways. PD continues to collaborate with the U.S. Coast Guard to address illegal charters and other maritime issues. The City is already monitoring 16 fixed License Plate Readers (LPRs) along our causeways and main thoroughfares . Additionally, mobile LPRs manned by Police officers are also deployed along the Fifth Street corridor as an additional layer of safety and visibility. MBPD is being assisted by the Miami-Dade County Police Department as well as other agencies from surrounding areas. This provides an increased law enforcement presence along Collins and Washington avenues as well as causeways to and from the City. We are also continuing to deploy volunteer Goodwill Ambassadors consisting of employees from Miami-Dade County's Office of Community Engagement and the City of Miami Beach . Fire The Miami Beach Fire Department has increased staffing with fire inspectors conducting nightly inspections on weekends . Ocean Rescue has doubled staffing for the lifeguard towers between 4 and 14 streets as needed . Public Safety Communications has added one additional dispatcher for South Beach while Emergency Management is monitoring public safety and operations - coordinating responses as necessary. Code Compliance The Code Compliance Department has enhanced staffing as well. Code officers are patrolling on foot, ATVs and bicycles . In addition, proactive patrols are assigned to address conditions citywide. Coverage of both the South Beach and Short-Term Rental (STR) dedicated teams have increased with uniform and plainclothes Code officers to provide maximum coverage to address conditions, including clubs and party houses. Miami Beach Marina Code coverage has increased from noon to midnight, seven days a week in 12-hour shifts . Transportation The Transportation & Mobility Department is monitoring traffic conditions on major thoroughfares and working with MBPD and the Office of Marketing & Communications to manage congestion and disseminate information on major traffic incidents throughout the City. Our City departments continue to augment and update plans in real time. In order to manage access to our residential neighborhoods for the upcoming weekend, the following measures will be in place in the evening hours starting Friday, April 1: • Residents will be able to access the South of Fifth neighborhood only via Alton Road, Washington Avenue, and Collins Avenue. • Residents will be able to access the Flamingo Park neighborhood via Alton Road. No access will be available via Washington Avenue. Parking restrictions along Collins Avenue between Fifth Street to Espanola Way as well as the 100-200 blocks within this area will begin on Thursday, March 31 at 6 p.m. through Monday, April 4 at 6 a .m . Parking access to City-owned parking garages will be restricted from 11 p.m. -6 a.m. starting Thursday, March 31 through Monday, April 4 . Vehicles will be able to exit parking garages at all times. Resident and employee access card holders will be able to access parking garages at all times.
