Dear Mayor Gelber and Commissioners,
As you are aware, Mark Samuelian was highly respected and admired by all of us at the MBNA. We are devastated by
his sudden passing, and know that his shoes will be hard to fill.
The MBNA Executive Board strongly feels that "appointing" someone to fill his seat, regardless of his/her capacity, is
something that should be avoided. We know that over 80% of voters prefer a special election over an appointment. In
2020 voters approved a Charter Amendment so that vacancies are filled during the next general election rather than
through an appointment.
The majority of City of Miami Beach voters elected Mark, and they should be given the opportunity to elect his
replacement.
