SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) 2022-040-KB Design,
Manufacture, Install, Operate, and Maintain Interactive Digital Media Kiosks
The purpose of this L TC is to update the Mayor and City Commission on the status of RFP 2022-040-
KB. On August 25, 2021, the City received an unsolicited proposal to manufacture, install, maintain,
and operate interactive digital media kiosks throughout the City from IKE Smart City. On January 20,
2022, the City Commission accepted the unsolicited proposal and authorized the Administration to
seek alternative proposal(s) pursuant to Florida law. The RFP requests alternative proposals from
interested parties for the same project purpose as the unsolicited proposal for the manufacturing,
installation, maintenance, and operation of interactive digital kiosks.
The City received proposals pursuant to the RFP on July 15, 2022. The responsive proposals must
be reviewed by the Evaluation Committee in accordance with the criteria established in the RFP.
I have appointed the following individuals to serve on the Evaluation Committee:
•Kamal de'Shong, Operations Manager, Facilities and Fleet Department;
•Jose Gonzalez, Director, Transportation Department;
•Matt Kenny, Assistant Director, Marketing and Communications Department;
•Valeria Mejia, ADA Coordinator, Public Works Department;
•John Sandbrook, Chief Information Security Officer, Information Technology Department; and
• Jake Seiberling, Principal Planner, Planning Department.
I have also appointed the following individuals as alternates:
•Debbie Tackett, Historic Preservation and Architecture Officer, Planning Department;
•Otniel Rodriguez, Right of Way Manager, Public Works Department;
•Ken Soler, Facilities Zone Manager, Facilities and Fleet Department; and
•Frank Quintana, Director, Information Technology Department.
