Hudak, City Manag r August 2, 2022 SUBJECT: Public Safety Full Scale Exercise with Miami-Dade County Public Schools Police The purpose of this L TC is to update the Mayor and Commission of a full-scale exercise based on an active-shooter/ multi-casualty scenario at Miami Beach Senior High School on August 2, 2022. This exercise was coordinated by the Miami-Dade County Schools Police (MDCPS) and conducted with the full cooperation of the Miami Beach Police Department and the Miami Beach Fire Department. MDCPS have planned for four such exercises throughout the County this summer. The first exercise was held July 15 at Coral Gables Senior High School. Three other schools throughout the County were also chosen, including Palmetto Senior High in South Miami- Dade, Hialeah High and Miami Beach Senior High. Chief Edwin Lopez of MDCPS Police presented information to the City Commission at the July 13 Commission Meeting with Miami Beach Police Chief Rick Clements, and subsequent coordination efforts have taken place with Miami Beach Public Safety officials. Coordination On Wednesday, July 27, a meeting was held at the Miami Beach Emergency Operations Center that included MDSPD personnel, School District representatives, and Miami Beach Police and Fire personnel. While this exercise is planned by and geared toward MDCPS, the City is well- prepared for the exercise. This endeavor is an example of public safety cooperation and interoperability of communications between organizations. The City's 911 dispatch center has been made aware of the drill as well as local hospitals (they will be called as part of the exercise to test capability levels). Miami Beach Police and Fire will participate in the scenario as they would in a real situation. In addition to Police and Fire Response, the Fire Department will deploy a drone to capture available video from the air. The City's 911 dispatch center plays integral part of the drill assuring communications remain seamless between the various participants. Notification The City's Marketing and Communications Department sent out notifications to residents to be aware of the activity taking place at the high school to assuage any concerns over the large presence of emergency vehicles and public safety equipment.
