SUBJECT: Invitation to Negotiate (ITN) No. 2022-060-WG Employee Cafe
This Letter to Commission is to provide a status update regarding the above-referenced ITN for
an employee cafe at 773 17 Street, currently operated by Taste Bakery. As the current agreement
with Taste Bakery expires on October 31, 2022, the ITN sought responses from interested parties
to establish a subsequent agreement for the operation of the cafe.
On April 6, 2022, the City Commission approved the issuance of the ITN. On April 8, 2022, the
ITN was issued. A pre-proposal conference to provide information to interested parties was held
on April 20, 2022. Proposals were due May 25, 2022. However, no responses to the ITN were
received.
As a result, the ITN is now closed, and the cone of silence has terminated. The Administration
will review option(s) for this site, including direct lease negotiations with viable cafe operators.
Further, at the September City Commission meeting, the Administration will submit a referral to
the Finance and Economic Resiliency Committee (FERC) in order discuss the option(s) identified,
which may include executing a new lease agreement with the highest and best use for the City
and its employees.
