LTC 359-2022 Miami-Dade County Beach Erosion Control and Hurricane Protection Project Update OFFICE OF THE CITY MANAGER NO. LTC# 359-2022 LETTER TO COMMISSION TO: Honorable Mayor Dan Gelber and Members of the City Commission FROM: Alina T. Hudak, City Manager DATE: September 2, 2022 SUBJECT: Miami-Dade County Beach Erosion Control and Hurricane Protection Project Update The purpose of this memorandum is to provide an update on the U.S. Army Corps of Engineers (USACE) beach renourishment project. This $40,468,000.000 project is fully funded and managed by the federal government and will address the erosional hotspots in the vicinity of 64th Street, 55th Street, 46th Street and 27th Street. The entire project is anticipated to be completed in phases throughout 2022 and 2023. • Beach renourishment is almost complete for Segment 1 on 64th Street in the vicinity of Allison Park. Contractors estimate completion by the end of October and restoration of the park will be underway at that time. • Beach renourishment is in progress for Segment 2 on 46th Street in the vicinity of Mid Beach Park. • Mobilization has commenced for Segment 2 in the vicinity of 55th Street. Mobilization includes preparing the staging area in the Miami Beach Parking Lot on 53rd Street and the truck access lane through the dune. • The contractor has advised the City this week that staging in the Miami Beach Parking Lot on 53rd Street will begin on September 12th, and sand placement is predicted to start in the beginning of October. Sand placement will begin at the south end of Segment 2 at 50th Street and work south to north in 500-foot segments to minimize disruption to concessionaires and beach goers. A project advisory has been sent to the community and the beachfront concession operations will be advised. Sections of the beach undergoing active construction will be closed to ensure public safety. As sections are completed, they will be opened for public access. City of Miami Beach staff is working closely with USACE and the contractors to provide the most up to date information. The contractors are proposing to begin work on the 55th Street segment as they are coming to an end at Segment 1 on 64th Street. They will be working on the 55th Street and 46th Street segments simultaneously to reduce impacts to the overall project timeline. Below is the updated timeline provided by the contractors: • Segment 1 - 64th Street Segment: May 2022 to October 2022 (final inspection is expected in November 2022) • Segment 2 - 55th Street Segment: September 2022 to April 2023 • Segment 3 - 46th Street Segment: June 2022 to May 2023 (In November 2022, the contractors will demobilize from this segment and will remobilize in March 2023). • Segment 4 - 27th Street Segment: January 2023 to June 2023 DocuSign Envelope ID: 277EA0C2-FB92-48FC-BC2E-52E6AA224303 This project is vital for the integrity of our beaches and the protection of upland properties by reducing the impact of storms and sea level rise over time. A multi-departmental staff team, led by the Environmental Resources Management division, has worked diligently with the USACE and the contractor to minimize disruption. The USACE, contractor, and staff continue to communicate updates to adjacent property owners, neighborhood and building associations, and concessionaires.
