SUBJECT: Request for Qualifications (RFQ) No. 2022-213-KB, for Licensing and Brand
Extension Services
The purpose of this L TC is to update the Mayor and City Commission on the status of RFQ
2022-213-KB for licensing and brand extension services. The intent of the RFQ was to seek
proposals to create a licensing and merchandising program that would extend the City's brand.
On June 22, 2022, the City Commission authorized the issuance of the RFQ. On June 24,
2022, the RFQ was issued. Bid notices were issued to 32,669 prospective bidders utilizing the
City's e-Procurement platform (www.bidsync.com ). In addition, the Administration directly
contacted approximately 70 potential bidders who participated in related procurements with
other public agencies. Forty-one prospective bidders accessed the advertised solicitation.
RFQ responses were due on August 16, 2022; however, no responses to the RFQ were
received. Therefore, the cone of silence has now ended on this RFQ.
The Administration would still like to consider a licensing and brand extension program. To
that end, staff will review all options for implementing such a program, including conducting an
industry review process to determine how best to structure any future solicitation to maximize
responses. Any subsequent solicitation will be submitted to the City Commission for approval
before issuance.
