Hudak, City Manag October 24, 2022 SUB JEC T: Halloween on Lincoln Road 2022 The purpose of this Letter to Commission (L TC) is to provide the Mayor and City Commission with an update of the Halloween events on Lincoln Road for 2022. The City of Miami Beach and the Lincoln Road Business Improvement District (Lincoln Road BID) will host Halloween on Lincoln Road on Monday, October 31, 2022 from 5 p.m. to 2 a .m. The City has developed a detailed plan for Lincoln Road to provide a safe experience for the over 50,000 residents and visitors that are expected. There will be enhanced staffing for Police, Fire , Code Compliance , Parking , Public Works, Facilities Management and other City services throughout the night. The Lincoln Road BID , participating stores and restaurants will provide candy to trick-or- treaters starting at 4 p.m. Throughout the Lincoln Road corridor , there will be mobile bars set up in designated locations and entertainment stages on each of the side streets. Miami Beach Police will deploy the mobile command center in the parking area between Euclid and Meridian avenues , off of Lincoln Lane South . The traffic plan includes hard and soft closures from 2 p.m . to 2 a.m. from Lincoln Lane South to Lincoln Lane North on all Lincoln Road cross streets (Lennox , Michigan , Jefferson , Meridian, Euclid, Pennsylvania and Drexel avenues). Soft closures for local traffic only and access to available parking will be on 16 Street to Lincoln Lane South and Lincoln Lane North to 17 Street. Sidewalk cafe operators have been advised that there will be no expansion of any Lincoln Road sidewalk cafe site plan ; in addition , any illegal site plan expansion shall be deemed to be a life safety violation and subject to mandatory fines and enhanced penalties . Notices will be distributed by Code Compliance and the Lincoln Road BID to all Lincoln Road vendors.
