Hudak, City Mana~ February 13, 2022 SUBJECT: Appointment of Chief Financial Officer The purpose of this Letter to Commission is to share with you my recommendation to appoint Jason Greene as Chief Financial Officer (CFO) commencing on Monday, February 27, 2023, subject to Commission confirmation on February 22, 2023. With almost two decades of local government experience in South Florida, Jason has extensive knowledge in budgeting and financial planning including multi-year capital planning, bond financing and debt management, annual financial audit preparation and comprehensive accounting functions, in our neighboring community of Surfside and the Miami-Dade Expressway Authority. Prior to his government roles, Jason worked in consulting with an emphasis on capital improvement project management. His experience included cost analysis, project tracking cash flows, and forecasts. Jason is a resident of Miami Beach and has been a member of the City's General Obligation Bond Committee, serving has Vice Chair. Jason has a Bachelor's in Environmental Toxicology, a Master's in Business Administration, and a Master's in Civil Engineering. Further, Jason is a member of and has served on Boards and Committees for the national Government Financial Officers Association (GFOA), currently serving on the GFOA Executive Board, and is a member of the International City/County Manager's Association, the Florida City/County Manager's Association, the Miami-Dade City/County Manager's Association, the Association of Certified Fraud Examiners, the Association of Public Treasurers of the United States and Canada, and the Institute for Internal Controls. As CFO, Jason will oversee the various Finance divisions (Accounting and Financial Reporting, Revenue and Treasury), as well as the Customer Service Center, Grants Management, and Education and Performance Initiatives divisions and the Office of Management and Budget. I am looking forward to welcoming Jason to our City of Miami Beach Team and believe that he will provide valuable leadership in his role as CFO. Performs a variety of professional and administrative work directing, coordinating and overseeing the operative initiatives and policies. Provides general assistance to the Town Manager. Serves as the Town's chief financial officer performing professional work in planning, organizing, supervising, and administering all financial functions including accounting, budgeting, reporting, investing, debt management, banking, treasury management, fixed asset management, multi-year capital planning, purchasing, information technology, internal support, and pension plan support for the Town. Serves as the Acting Town Manager in the absence of the Town Manager, as directed. Finance Director -Town of Surfside, FL (7/19 -5/20) •Serves as the Town's financial officer perfor ming professional work in planning, organizing, supervising, and administering all financial functions including budgeting, reporting, investing, debt management, banking, treasury management, fixed asset management, multi-year capital planning, purchasing, internal support, and pension plan management for the Town. •Responsible for planning and coordinating the preparation of the Comprehensive Annual Financial Report (CAFR) and Annual Budget. •Responsible for the administration of the Finance Department that includes accounting functions of accounts payable, payroll, bank reconciliation, risk management of insurance policies and coverage, and management of certain Town-wide administrative/office management contracts. •Responsible for the all aspects of the Information Technology Department excluding the Town's broadcasting and website content. •Responsible for developing and maintaining a comprehensive accounting and financial management system for the Town in accordance with generally accepted accounting principles. Financial Controls & Budget Manager -Miami-Dade Expressway Authority (MDX) (12/06 -7/19) •Manage the annual financial audit and preparation of the annual financial statements, CAFR and Financial Risk Assessment. •Responsible for the planning, development, and management of the annual budget. •Preparation of the monthly Treasurer's Report. •Assist with the development of the Authority's financial plan and Five-Year Capital Work Program. •Responsible for the approval of the availability of funding for all contracts and task authorizations. •Responsible for approval of all vendor payments including payroll. •Responsible for the approval of closed capital project information and capital work in progress. •Responsible for compliance as it relates to the State/Federal Single Audit Act and grants management. •Responsible for the preparation and coordination of alternative funding applications such as State Infrastructure Bank (SIB) and Toll Facility Revolving Trust Fund (TFRTF) loans. •Responsible for the management of the Authority's right-of-way leasing program and assistance with new business development activities. •Responsible for the development of the Authority's finance/accounting policies and procedures. Capital Assets Manager - Miami-Dade Expressway Authority (11/04 - 12/06) • Responsible for the planning, development and management of the annual budget. • Responsible for the maintenance and control of the Authority's capital assets including the payment approval of all capital asset additions through the Construction, Revenue, General and/or SIB Funds. • Assist CFO and financial advisors on the timing of investments for cash balances. • Responsible for reporting requirements for SIB loans, TFRTF loans and various grants. • Responsible for properly accounting for all retirements/transfers/deletions of capital assets. • Responsible for the Authority's right-of-way property leasing program. • Responsible for supervising and reviewing periodic capital asset physical inventories. • Prepare analyses of capital project budgets and overall capital plan budget performance.
