SUBJECT: 2023 Billy-Gene Memorial Golf Tournament
The purpose of this LTC is to notify the Mayor and City Commission that the 10 Annual Billy-
Gene Memorial Golf Tournament (formerly the Billy Shackett Memorial Golf Tournament) will be
held on Friday, Ap ril 28, 2023, at the Normandy Shores Golf Club (2401 Biarritz Drive).
Proceeds from the golf tournament funds scholarships and equipment for Miami Beach junior golf
programs. The funds raised will introduce underserved youth in Miami Beach to the great game
of golf and the life lessons it provides.
This year, all funds raised beyond those necessary to support the expanded junior golf program
will be provided to the Miami Beach Parks and Recreation Department. Those funds will be
allocated to developing and expanding programs for children with learning and physical
disabilities in Miami Beach.

The 2023 tournament will be held Friday, April 28"
at the Normandy Shores Golf Club
Over the last 10 years, the Billy-Gene Memorial Golf Tournament (formerly the Billy Shockett
Memorial Golf Tournament) has raised tens of thousands of dollars to support the Normandy Shores
Youth Programs, which introduce children of Miami Beach to the great game of golf and the life lessons it
provides. We host this event in memory of two great friends, Billy Shockett and Gene Howard. Billy and
Gene were devoted to improving the quality of life in Miami Beach through sports. Both men, as attorneys
and athletes, were outstanding community leaders and strongly committed to providing the under-served
youth of Miami Beach with the opportunity to learn the game of golf, which they both loved.
The Normandy Shores Youth Golf Program introduces children ages 6 to 17 to the great game of
golf in a fun and relaxing environment. Golf challenges youngsters physically and mentally, and the
program provides hands-on professional training that teaches skill, sportsmanship, and integrity. The
Normandy Shores youth clinics are taught by PGA professionals, primarily at Normandy Shores Golf Club.
Through community participation, support of the City of Miami Beach, Miami Beach Parks and
Recreation, grants from the FJGC (junior golf license plate) and support of the Billy-Gene Memorial Golf
Tournament, the instructional program expanded to a 40-week course that now meets three times weekly
during the school year: Monday and Wednesday at Normandy Shores Golf Club, and Tuesdays at youth
centers such as North Shore Park, Scott Rakow, Flamingo and Muss Park. The funds are used to provide
PGA Instruction, healthy snacks, and purchase SNAG Coaching kits (S.N.A.G. stands for Starting New at
Golf), as well as U.S. Kids Golf clubs, which are age and size appropriate clubs.
This year, as a direct result of the increased philanthropic support, all funds raised beyond those
necessary to support the expanded junior golf program will be given to the Miami Beach Parks and
Recreation Department. Parks and Recreation staff will utilize those funds to develop and expand
programs for children with learning and physical disabilities in Miami Beach (miamibeachparks.com).
