Subject: List of Projects Covered by the Cone of Silence Ordinance
The purpose of this L TC is to provide information to elected officials and City staff relative to
current solicitations that are covered by the Cone of Silence Ordinance. The following is a list of
current solicitations to which the Cone of Silence Ordinance is applicable. The Cone of Silence is
in effect from the date the solicitation is advertised and issued, as indicated below, through the
date of the award by the City Commission.

Resolution No. 2022-32054, pursuant Request for Proposals (RFP) 2021-173-KB Mixed-Use
Developments Incorporating Class A Office Space (Lincoln Road Class A Office Projects),
established that the proposal from TPC Development, LLC for the redevelopment of parking
garage GS would remain under the cone of silence for a period of one year from the date of
adoption of the Resolution. As a result, RFP 2021-173-KB was included in prior cone of silence
reports. However, the one-year period established in the Resolution expired on February 23,
2023, and the cone of silence is no longer in effect on the solicitation. Therefore, the solicitation
has been removed from the report.
It is important to note that competitive solicitations may be issued after the date of this LTC and
prior to the release of a subsequent L TC. Therefore, it is recommended that, prior to any
communication that may be barred by the Cone of Silence Ordinance, you or your staff review
the list of recently issued solicitations, which may be found at https://www.miamibeachfl.gov/city-
