The purpose of this Letter to Commission (L TC) is to inform the Mayor and Commission
of the motion made by the Ad Hoc Charter Review and Revision Board at its meeting on
April 25, 2023.

Pursuant to Section 8.01 of the Miami Beach Charter, a review of the Charter shall occur
every ten years. At the June 20, 2022 City Commission meeting, the Mayor and City
Commission adopted Resolution No. 2022-32234, establishing the Ad Hoc Advisory
Charter Review and Revision Board (Charter Review Board). Unfortunately, due to the
untimely passing of Commissioner Samuelian, a full Charter Review Board was not
constituted until after the December 6, 2022 Run-Off Election to Fill the Vacancy in Group
II. On December 14, 2022, the Mayor and City Commission adopted Resolution No. 2022-
32448, which allowed newly elected Commissioner Laura Dominguez to make a direct
appointment to the Charter Review Board.
To date, the Charter Review Board has met on February 6, 2023; March 28, 2023; April
10, 2023; and April 25, 2023.
In an effort to receive extensive public input, hold community forums, gather input from
Charter Officers, Elected Officials, and other interested stakeholders, and not politicize its
decisions, the Charter Review Board, following the precedent set by the Charter Review
Board of 2013/14, recommends bringing its proposed Charter amendments to the voters
at the November 5, 2024 Countywide General Election. As such, the Charter Review
Board seeks an extension of six months after its current sunset on December 14, 2023,
and is requesting an extension through the end of June 2024.
