SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) 2023-096-KB Job Order
Contracting ("OC") For Horizontal, Vertical, and Seawall/Coastal Construction
The purpose of this L TC is to update the Mayor and City Commission on the status of RFQ 2023-
096-KB. The purpose of this RFQ is to seek proposals from qualified contractors interested in
providing job order contracting ("JOC") services to expedite construction on future projects.
The City will receive proposals pursuant to the RFQ on April 28, 2023. The responsive proposals
must be reviewed by the Evaluation Committee in accordance with the criteria established in the
RFP.
I have appointed the following individuals to serve on the Evaluation Committee:
• Elizabeth Estevez, Parks Capital Projects Manager, Parks and Recreation Department
• Herman Fung, Project Manager, Capital Improvement Projects Office
• Francisco Garcia, Division Director, Facilities and Fleet Management Department
• Pablo Gomez, Senior Capital Projects Coordinator, Office of Housing and Community
Services
• Giancarlo Pena, Assistant City Engineer, Public Works Department
I have also appointed the following individuals as alternates
