Below is a list of City projects with a brief description. CITY PROJECTS VENETIAN CAUSEWAY EMERGENCY WATER AND SEWER MAIN REPLACEMENT The Public Works Department is currently working on an emergency water and sewer main replacement along the Venetian Causeway. Due to the partial closure of Venetian Way, area residents will notice an increase in traffic through the neighborhood. As part of the project there may be construction noise due to drilling equipment, delays on the Venetian Causeway due to detours, and moderate noise impacts outside of normal working hours. One lane of the Venetian Causeway will be open at all times and emergency vehicles will have access to the islands at all times. Work is expected to be substantially complete by end of August 2023. INDIAN CREEK DRIVE FLOODING MITIGATION PROJECT (INDIAN CREEK SEAWALL CONSTRUCTION FROM 25 STREET TO 41 STREET) The Public Works Department is currently working on the Indian Creek seawall construction between 26 Street and 27 Street. The operation includes closing Indian Creek Drive in this area and placing a crane in the middle of the road to construct a new section of seawall. A detour has been established to guide southbound Indian Creek Drive motorists around the work. Drivers will have to turn east on 27 Street, turn south on Collins Avenue, and continue south on Collins Avenue. One northbound and one southbound lane will be open on Collins Avenue only between 27 Street and 26 Street. This work is anticipated to be completed by end of July 2023. WASHINGTON AVENUE RESURFACING In June 2023, the Public Works Department will begin a roadway project along Washington Avenue from 6 Street to 17 Street. The work will include milling and resurfacing, adjustments of valve boxes and manholes, and pavement markings and signage. This project has been initiated to improve the roadway surface and driving conditions and is expected to be completed by end of September 2023. WEST AVENUE PHASE II CONSTRUCTION - NORTH OF 14 ST In Summer 2023, GIP will begin a neighborhood improvement project in the West Avenue 1 DocuSign Envelope ID: 7B91258A-A0E3-4140-A711-51DEB6695D6F neighborhood between 14 Street and Collins Canal. To mitigate disruption of the entire community, the project has been divided into nine (9) segments which will be constructed separately and sequentially. OTHER PROJECTS: Additionally, there are other projects on major thoroughfares being undertaken by various entities, including the Florida Department of Transportation ("FDOT") and Miami-Dade County Department of Transportation and Public Works ("DTPW'). City staff is in close coordination with FOOT and DTPW, and actively exploring options to minimize the closure of travel lanes and reduce the impact to traffic, particularly during peak traffic periods. This includes the potential for nighttime work whenever safe, appropriate, and feasible. However, it is important to note that pursuant to the Florida Statutes and Miami-Dade County Code, the City does not have legal authority to approve, prohibit, or restrict work, including lane closures, by FOOT and/or Miami-Dade County (or their respective contractors) on rights-of-way in the City which are under the jurisdiction of FOOT and/or Miami-Dade County. Below is a list of FOOT and DTPW projects with a brief description. FDOT PROJECTS I-395/SR 836/1-95 MIAMI SIGNATURE BRIDGE FOOT along with the Miami-Dade Expressway Authority (MDX) is currently constructing the I- 395/SR 836/1-95 Miami Signature Bridge project. The work includes: • 1-395 Reconstruction: Complete reconstruction of -395 including a new signature bridge that will span over NE 2 Avenue and SR5/Biscayne Boulevard. • SR 836 Enhancements: Double-decking SR 836 to provide drivers with a direct connection to the MacArthur Causeway that is free of local entry and exit traffic. • 1-95 Concrete Pavement Reconstruction: Replacement of concrete pavement on both northbound and southbound travel lanes. SR 934/NE 79 STREET (BRIDGE REPAIR/REHABILITATION) FOOT is currently working on a bridge rehabilitation project on the east and west drawbridges along SR 934/NE 79 Street over the lntracoastal Waterway. The work includes repairing major structural, mechanical and electrical bridge components on both east and west drawbridges; replacing the existing fender system at the east drawbridge; and performing control house improvements on both east and west drawbridges. SR A1A/COLLINS AVENUE/INDIAN CREEK DRIVE (RESURFACING) FOOT is currently working on a roadway project along SR A 1A/Collins Avenue/Indian Creek Drive from the 5800 Block to 63 Street. The work includes repaving and restriping the roadway; adjusting manholes; upgrading signing and pavement markings; and upgrading pedestrian ramps, countdown signals, and detectors at the intersections. SR 907/ALTON ROAD/63 STREET (TRAFFIC OPERATIONS PUSH BUTTON/SAFETY IMPROVEMENTS) FOOT is currently working on a safety improvement project along SR 907/Alton Road from W. 60 Street to Allison Road. The work includes installation of solar and direct current (DC) powered flashing beacons, in-roadway light-emitting diode (LED) lane demarcation lights, sidewalk, signs/posts, and pavement markings. It is important to note that the City Commission adopted 2 DocuSign Envelope ID: 7B91258A4-A0E3-4140-A711-51DEB6695D6F Resolution No. 2022-32111 urging FOOT to expedite the construction of safety improvements at the location of a dangerous curv e, within the project limits, where numerous serious accidents have occurred. SR 112/I-195/JULIA TUTTLE CAUSEWAY AND SR 907/ALTON ROAD (MISCELLANEOUS CONSTRUCTION) On the week of May 8, 2023, FOOT will begin miscellaneous construction work along SR 112/I- 195/Julia Tuttle Causeway and SR 907/Alton Road. The work includes: • East of Biscayne Boulevard to Alton Road: Increasing the width of the inside paved shoulders to allow bus-on-shoulder lanes; reconstructing the inside shoulder to provide bus-on-shoulder lanes; repaving and restriping the existing pavement; reconstructing the m edian barrier and guardrail; replacing pavem ent m arkings and overhead signage; replacing ro adw ay safety features; installing bus-on-shoulder signs and m arkings; and rem oving and replacing existing m arkings on the bridge decks to reduce the travel lane w idths. • O n-ram p from Alton Road/43 S treet to W estbound SR 112/Julia Tuttle Causew ay: W idening the SR 112/Julia Tuttl e Causew ay w estbound entrance ram p from one to tw o lanes; w idening the eastbound appro ach to the SR 907/A lton Road and 43 S treet intersection fo r the accom m odation of a free-flow right turn lane; w idening southbound SR 907/A lton Road south of 43 Street to provide a dedicated acceleration lane; m odify ing existing drainage, signage, lighting, signalization, and landscape; repaving and restriping the roadw ay; re locating landscape located along the causew ay; upgrading Intelligent Transportation S ystem s (IT S) devices. It is im portant to note that the C ity C om m ission adopted Resolution No. 2018-30408 urging FO O T to expedite the construction of the inside shoulder lanes of the Julia Tuttle C ausew ay fo r the Beach Express North B us Express Rapid Transit ("B ERT") serv ice proposed in the M iam i-D ade C ounty S trategic M iam i A rea R apid Transit ("SM A R T") P lan. SR A1A/MACARTHUR CAUSEWAY FROM BISCAYNE BOULEVARD TO ALTON ROAD (BIKE PATH/TRAIL) O n the week of M ay 8, 2023, FO O T will begin construction work along SR A 1A/M acA rthur C ausew ay consisting of enhancing the existing bike lanes on both sides of the causew ay, m odifying drainage structure s, and upgrading signage and pavem ent m arkings. Note that the C ity C om m ission adopted Resolution No. 2019-30786 urging FO O T to suspend the im plem entation of the pro posed enhancem ents until such tim e as FO O T and DTPW com plete an evaluation of the potential im pact that enhanced bicycl e lanes can have on the feasibility of potential future bus-on-outside shoulder operations along the M acA rthur Causew ay fo r the proposed Beach Express S outh B ER T serv ice recom m ended in the SM A R T P lan. At this tim e, FO O T and DTP W have com pleted an analysis w hich concluded that bus-on-shoulder operation on the M acA rthur C ausew ay would not be feasible. DTPW PROJECT PINE TREE DRIVE RESURFACING O n the week of M ay 1, 2023, DT PW will begin a roadw ay surf acing project along P ine Tree D rive 3 DocuSign Envelope ID: 7B91258A4-A0E3-4140-A711-51DEB6695D6F from W 51 Street to W 63 Street. The work will include milling and resurfacing; adjustments of valve boxes and manholes, ADA ramps and connectors; and pavement markings and signage. This project has been initiated to improve the roadway surface and driving conditions. City staff will continue the close coordination with FDOT and DTPW, to actively explore options to minimize the closure of travel lanes and reduce the impact to traffic, particularly during peak traffic periods. However, the City does not have any legal authority to approve, prohibit, or restrict work, including lane closures, by FOOT and/or Miami-Dade County (or their respective contractors) on rights-of-way within City limits which are under the jurisdiction of FOOT and/or Miami-Dade County.
