Granado, City Clerk fat June 8, 2023 Black Affairs Advisory Committee Motions - June 6, 2023 The purpose of this letter to the Mayor and Commission is to provide an update regarding a motion made during the June 6, 2023 Black Affairs Advisory Committee ("BAAC") Meeting: A motion was made to support the following statements: 1. The BAAC applauds the work of Miami Beach Police Department (MBPD) Detective Christopher Mitchell for his tireless efforts on two important causes: • His many years of leadership with the Goodwill Ambassadors that has assisted MBPD in successfully and safely managing high impact periods with de-escalation techniques, crowd control, curfew administration, advocating COVID- 19 best practices, messaging, visitor engagement, and reporting service & criminal concerns. • His Leadership with MBPD's collaboration, supporting the Miami Center for Racial Justice's "It Starts with Me Miami," the proactive and intentional community and Police engagement and law enforcement recruitment program with multiple sessions at Florida Memorial and Barry University. His leadership with the MBPD's Law Enforcement Officer Day, or "LEO DAY," with students from Florida Memorial University occurred in February 2022. As a result of these events/efforts, MBPD has hired its first ever interns from Florida Memorial University. This continues the BAAC's position against Zero Tolerance Policing on Miami Beach whose remedies include community dialogue and recruitment. This concurs with Alfredo Ramirez, Director of Miami-Dade Police Department, that strategic enforcement, increased prosecutions, high visibility and community dialogue will help deter/reduce crime in the Art Deco Cultural District and not a policy of zero tolerance enforcement, that will create additional community distrust and historically target minorities and people of color. 2. The BAAC supports the City of Miami Beach Human Rights Committee motion to commemorate the historic visit of Nelson Mandela to Miami Beach on June 27-28, 1990, by proclaiming June 28" as Nelson Mandela Day.
