AUTHORIZING THE CITY ADMINISTRATION TO PROCEED WITH THE DESIGN
AND PLANNING FOR A MOORING FIELD PROJECT WITHIN THE CITY OF
MIAMI BEACH, PROVIDED THAT MOORING FIELD OPERATIONS SHALL NOT
COMMENCE UNLESS AND UNTIL ANCHOR LIMITATION AREAS ARE
ESTABLISHED FOR ADJACENT RESIDENTIAL ISLANDS
Miami Beach United supports the ongoing efforts of the City to move
forward with the mooring field project to address the critical environmental
health issues which plague our Bay; however, we DO NOT SUPPORT C7T as
presented since we believe that its conditions are, at the least, premature.

PROHIBIT SALE AND CONSUMPTION OF ALCOHOL IN ART DECO CULTURAL
DISTRICT AFTER 2:00 A.M. AND CRITERIA FOR EXCEPTIONS
Miami Beach United SUPPORTS this ordinance amendment which rolls back the
hours for the sale and consumption of alcohol from 5 AM to 2 AM in the Art Deco
Cultural District, with exceptions to be based upon procedures and criteria as
stated.

REFERRAL TO THE PLANNING BOARD -AMEND CHAPTER 7 OF THE MIAMI
BEACH RESILIENCY CODE AND CHAPTER 142 OF THE LAND DEVELOPMENT
REGULATIONS TO ADOPT A UNIFORM INDOOR TERMINATION TIME FOR THE
SALE AND CONSUMPTION OF ALCOHOLIC BEVERAGES AT ALCOHOLIC
BEVERAGE ESTABLISHMENTS ALONG BOTH SIDES OF WEST AVENUE, AND TO
ADOPT A PROSPECTIVE INDOOR AND OUTDOOR TERMINATION TIME FOR
NEW ALCOHOLIC BEVERAGE ESTABLISHMENTS ALONG THE EAST SIDE OF
ALTON ROAD, IN ORDER TO CREATE PARITY WITH THE WEST SIDE OF ALTON
ROAD, WHICH IS SUBJECT TO A PROSPECTIVE 2:00 A.M. TERMINATION TIME
M ia m i B e a c h U n ite d SUPPORTS this ordinance to prevent the nightclub industry
from drifting into the West Avenue residential neighborhood which would
negatively impact the 10,000 full-time residents who live there. Screeching cars
and crowds of bar patrons cause late night noise throughout the evening, especially
as patrons leave the bars at 5:00 am. We see the problem escalating unless action is
taken. Note, a similar ordinance has already been adopted in Sunset Harbour and
South of Fifth.

INDOOR RESTAURANT AMBIENT ENTERTAINMENT PILOT PROGRAM IN
SUNSET HARBOUR AND SOUTH OF FIFTH FROM 11 AM TO 6 PM, SATURDAYS,
SUNDAYS AND HOLIDAYS
Miami Beach United DOES NOT SUPPORT allowing live entertainment,
whether ambient or non-ambient, to be performed at commercial establishments as
of right. Given that code enforcement already has difficulty enforcing noise
disruption as evidenced by the extremely low percentage of noise complaints
which result in citations, significantly expanding the number of locations allowed
to offer live entertainment poses an unacceptable risk to resident quality of life.
The city commission should uphold two decades of solid and effective planning
and zoning decisions rather than prioritize this advocacy on behalf of insistent
commercial interests over the clearly stated will of the affected neighborhoods.
Further, a pilot program which allows more possible noise disruption is at the very
least premature, since we currently have a pilot program in place to measure and
assess decibel levels which has not yet yielded data that would be dispositive.

ALTON ROAD OFFICE HEIGHT OVERLAY - TRANSIENT USE AND OVERLAY
EXCEPTIONS TO INCLUDE CERTAIN EXCEPTIONS FOR DEVELOPMENTS
LOCATED BETWEEN LINCOLN ROAD AND 17TH STREET
Miami Beach United OPPOSES this poorly conceived proposal which upends our
zoning rules, sets a dangerous precedent, and nullifies the bonus FAR used to
incentivize new residential construction by creating a loophole to increase an
office/retail project by 25%. The project has already been given a height increase
and extra 34,500 SF density from transferred development rights. There is no
public benefit and we can think of no justification to give away even more FAR for
a project originally presented as a viable 100% office building. This ordinance is
an example of flagrant up-zoning and would create a 151,000 SF project on a small
52,500 SF lot. This is not good urban planning and not good governance.
