In February 2023, Art in Public Places issued a Call to Artists seeking professional visual artists for a site-specific public art installation to enhance infrastructure along the 41 st Street Corridor. The Art in Public Places Committee identified infrastructure components between Meridian Avenue and Chase Avenue, including the bridge, lighting, and waterway as potential areas for artistic intervention. The Call to Artists was open through May 30, 2023. At the June 20, 2023 Art in Public Places Committee meeting, the Call to Artists submissions were reviewed. The Committee discussed the potential of the proposals received and concluded the project would benefit if the scope was expanded beyond infrastructure elements in order to maximize the impact of a public art intervention in the area.
