Hudak, City Manager�� fo<' DATE: July 28, 2023 SUBJECT: Rehabilitation of 20-inch North and South Water Mains Along the MacArthur Causeway East Bridge The purpose of this L TC is to provide the Mayor and City Commission with a detailed project overview of the rehabilitation of 20-inch North and South Water Mains Along the MacArthur Causeway East Bridge, where construction and staging area will occur on the deck of the bridge. The work covered by this contract consists of the rehabilitation of the two 20-inch aerial water mains on the north and south sides of the MacArthur Causeway East Bridge between Terminal Isle and Miami Beach 5th Street. The work is necessary to extend life of the assets and maintain them in good working condition. The scope of work includes assessing the condi tion of the mains, replacement of pipe segments that cannot be rehabilitated, cleaning the exterior of the mains, repainting, installation and/or replacement of Air Release Valves (ARVs), and replacement and installation of new pipe hangers. Additionally, the work also includes cleaning the area around the mains from debris or overgrown trees and shrubs that adversely affect the proper operation and the condition of the mains. Through a competitive bid process, the City procured the services of Stout Group, LLC (Design-Build Firm) for the project. Construction activities will commence on July 31st, 2023 and are expected to be completed by the end of November of 2023. All 3 westbound lanes will remain open. All 3 eastbound lanes will remain open. Westbound sidewalk will be closed, and all pedestrians will be detoured to the Eastbound sidewalk. o Tentative schedule: 10/3/2023 - 11/22/2023 Work hours will be weekdays from 7 a.m. to 5 p.m. However, extended hours may be approved to complete the job on time. The schedule may be adjusted due to weather impacts or unforeseen conditions. What to expect? o Commuters to and from Miami Beach will face delays on the MacArthur Causeway due to lane closures. o There may be construction noise due to equipment. o There may be moderate noise impacts outside of normal working hours. o A staging area will be installed within the closed lane. o Two lanes will always be opened adjacent to the work zone. o Emergency vehicles will always have access. Communications: City staff has been in communication with the local community that will be most affected by the construction activities and will provide updates throughout the duration of the project.
