SUBJECT: Evaluation Committee Relative to Invitation to Negotiate (ITN) 2023-014-DF for
an Off-Duty Scheduling System for the Police Department
The purpose of this L TC is to update the Mayor and City Commission on the status of ITN
2023-014-DF. Th e City provides off-duty police services to local businesses. The ITN seeks
proposals for a system that will assist the Police Department in the management of off-duty
requests received, scheduling officers, and receipt of payment for services rendered.
Proposals, pursuant to the ITN, were received on May 22, 2023. The responsive proposals
must be reviewed by the Evaluation Committee in accordance with the criteria established in
the ITN. On July 10, 2023, L TC 390-2023 notified the City Commission of the Evaluation
Committee appointed to review proposals received in response to the ITN. However, it is
necessary to make changes to the Evaluation Committee in order to ensure that the officer
most experienced with off-duty operations is included in the evaluation committee.
I am now considering appointing the following individuals to serve on the Evaluation
Committee:
• Gabriel Donoso, Finance Analyst Ill, Finance Department
• Lazaro Guerra, Public Safety Communications Division Administrator, Fire
Department
• Diane McRea, Senior Human Resources Specialist, Human Resources Department
• Antonio Montes de Oca, Chief Data Officer, Information Technology Department
• Alejandro Mouro, Police Officer, Technical Services Division, Police Department
• Joaquin Rodriguez, Lieutenant, Police Department
I have also appointed the following individuals as alternates:
• Delvin Brown, Captain, Police Department
• Alain Cruz, Database Administrator, Information Technology Department
• Marlen Rivero, Captain, Police Department
