Hudak, City Manager� �-f,,,- August 3, 2023 SUBJECT: Washington Avenue Business Improvement District Annual Report and Fiscal Year 2024 Budget The purpose of this Letter to Commission ("L TC") is to provide the Mayor and City Commission with the Washington Avenue Business Improvement District annual report and Fiscal Year 2024 budget. On October 18, 2017, the Mayor and City Commission adopted Resolution No. 2017-30065, authorizing the creation of the Washington Avenue Business Improvement District (WABID), a special assessment district pursuant to Chapter 170, Florida Statues. The Resolution provides for the levy and collection of special assessments for a term of ten (10) years with the purpose of stabilizing and improving the Washington Avenue retail business district through promotion, marketing, and other similar services. On March 15, 2019, the City and the WABID defined the respective obligations of each party as it relates to the administration of the special assessment district via a Memorandum of Understanding (MOU). Among other provisions, the MOU stipulates that: (1)Annually, on or before August 1, the WABID shall prepare and submit to the City Commission a budget accurately itemizing all estimated revenue and expenses for the succeeding fiscal year beginning October 1; and (2)Annually, on or before August 1, the WABID shall, upon request of the City Manager or the City Manager's designee, provide the City with an annual report detailing the WABID's activities during the preceding fiscal year, along with a copy of the WABID's annual budget. Since its launch in April 2019, the Washington Avenue Business Improvement District (BID) has been a driving force behind innovative opportunities and services, enriching the lives of both locals and tourists. Our ultimate goal is to foster economic development in the regions we serve by harnessing the growing allure of Washington Avenue. As a dynamic and collaborative organization, we work hand-in-hand with our key stakeholders and the City of Miami Beach to cultivate a warm, creative, and thriving environment that benefits Miami Beach residents and a diverse array of businesses, ranging from pioneering startups to entertainment ventures and international associations. At the heart of all our endeavors, we take on an active leadership role, serving as a catalyst for collaboration, community building, and positive transformation. The BID has made impressive strides towards achieving our objectives for Washington Avenue. From the outset, my foremost priority was to engage with every business owner, lending an ear to their concerns and giving them a platform to voice their opinions. Moreover, we made it a policy that for every issue discussed, we worked together to find a solution. Lighting, activation opportunities, and safety emerged as the primary concerns, and in a short span, the BID took decisive action to address them. We successfully installed lighting, introduced numerous activities, and fostered connections among all 300 businesses. Additionally, we collaborated with the city to enhance cleanliness, repaint streets, make street modifications, replace trees, and augment lighting. The BID takes immense pride in its harmonious collaboration with property and business owners, as well as the City of Miami Beach. Consistently, we actively engage on behalf of property and business owners with various key entities, including the Commission, City Manager, Mayor, Police, Code Compliance, Fire, Tourism and Culture, Historic Preservation, and Public Works. Our ongoing efforts reflect our commitment to fostering fruitful collaborations and advocating for the collective interests of the community we serve. Our achievements thus far serve as a testament to our unwavering passion and dedication in building a unique and extraordinary destination unlike any other in the world. Notably, the streets boast a cleaner appearance, while the avenue's overall safety has improved significantly. The surge of new businesses opening, coupled with rising property values, has contributed to the area's flourishing state. The Washington Avenue Business Improvement District (BID) attributes much of its success to a well-crafted vision, strategic planning, invaluable partnerships, and positive relationships. Key supporters, including the City of Miami Beach, Greater Miami Conventions and Visitors Bureau, Miami Beach Police, and the Miami Beach Chamber of Commerce, have played instrumental roles in driving progress. Nonetheless, it is the locals and tourists who are particularly delighted with the positive transfo rmations. This proactive approach has ensured smooth operations, facilitated permit acquisition, and resolved ordinance challenges, allowing doors to remain open and businesses to thrive. The growt h of the BID has been remarkable, with notable developments on the horizon. Three hotels, namely Thompson, Urbin, and Washington Park, are currently under construction, five new retailers and seven new restaurants, and three clubs have become part of the vibrant landscape. Additionally, three properties have been successfully sold, propelling property values to an all-time high. The increased activity on Washington Avenue has led to positive traffic, both in terms of business growth and heightened pedestrian engagement. The overall vitality of the avenue has become a source of pride for all those involved in its revitalization. The BID has taken up the mantle of representing property and business owners on multiple occasions, effectively advocating for their interests befo re the city. Each month, these gatherings were held at different locations along the avenue, attracting newcomers, residents, and South Florida locals. These events not only provided an opportunity to showcase the remarkable changes taking place on the avenue but also facilitated meaningful connections between attendees and our diverse businesses. Sanitation: Strengthening our partnership with Miami Beach Sanitation, the BID intensified efforts to enhance the overall appearance and ambiance of the avenue. Through a comprehensive painting program, we diligently repainted yellow, white, and blue lines, repaired streets, revitalized greenery, and replaced street poles, trees, and lights. Additionally, we diligently addressed signs and ditches, contributing to an improved environment for everyone. Espanola Way East Project: Working collaboratively with the city and consultants, the BID embarked on the development of a visionary concept and basis of design for the Espanola Way East Project. This transformative initiative aims to establish a premier pedestrian connection that seamlessly links three key commercial areas: Lincoln Road, Espanola Way, and Ocean Drive. A WASHINGTON AVENUE ANNUAL REPORT 2023 I 12 Meet the Candidates for Mayor: As a responsible community organization, the BID hosted a forum that afforded residents, businesses, and property owners the opportunity to voice their concerns directly to the candidates for mayor. This event served as a platform for open communication and provided valuable insights into each candidate's positions. Furthermore, it fostered a chance for the candidates to interact with the Washington Avenue community, stakeholders, and businesses. Social Media: With a strong on line presence, the BID actively maintained a bi-monthly newsletter, which saw significant growth from 15,548 to 18,346 subscribers in 2022. Our social media following also surged impressively, with followers increasing from 6,703 to 19,444. Engaging posts consistently garnered an average of 1400 likes, 7,069 reels, 439 videos, and 367 stories on lnstagram. The newsletter played a vital role in showcasing local businesses, promoting special offers, engaging the community, attracting tourists, and advertising events planned on Washington Avenue. Awards: Celebrating excellence, the BID proudly recognized five outstanding businesses for their exceptional services, with three locations earning the prestigious title of "World's Greatest Places in 2022." Steve Adkins, a prominent director at the Chambers, was honored with the esteemed "Tourism Professional of the Year Award." This recognition serves as a testament to his significant contributions and exemplary dedication to the tourism industry. Moreover, our BID Executive Director was rightfully honored with the Miami Leader Honor by Miami Today News, acknowledging our proactive thinking, commitment to improvement, and the creation of engaging activations that have positively impacted the community. A CONTINUED EXECUTIVE SUMMARY WASHINGTON AVENUE ANNUAL REPORT 2023 I 13 Urgent Concerns As Washington Avenue Goes, so does Miami Beach We firmly believe that enhancing the appearance of Washington Avenue will have a positive ripple effect on Ocean Drive during high-impact weekends. By creating a more appealing and attractive environment, we aim to offer a superior experience for tourism and foster a more wholesome atmosphere. The introduction of additional retail, restaurants, hotels, clubs, museums, symphony, and a vibrant nightlife scene will contribute to the overall revitalization of the area, enriching the cultural and entertainment offerings in our community. This comprehensive approach to improvement is integral to our vision of making Washington Avenue a prime destination for locals and tourists alike, ultimately benefiting the entire Miami Beach area.With a commitment to the avenue's continual growth and revitalization, we eagerly embark on the journey of beautification, aiming to shape Washington Avenue into a true gem that serves as a beacon of pride for Miami Beach residents and visitors alike. A CONTINUED EXECUTIVE SUMMARY WASHINGTON AVENUE ANNUAL REPORT 2023 I 14 Urgent Concerns The BID foresees potential challenges arising from outstanding payments by some property owners. If these property owners persist in ignoring the assessment fees due each year, it could significantly impact our ability to maximize our full potential and further enhance property values. As of now, after four years, the accumulated outstanding amount amounts to approximately one year's worth of assessments. To ensure the continued success and growth of the BID, it is crucial for us to address this issue proactively. To maintain the necessary resources for ongoing improvements and initiatives, we seek an increase in assessments from property owners. The current assessment system is based on the Bl D's formation in 2018, and we recognize the need to adjust it accordingly to sustain our efforts effectively. By securing proper payment compliance and increasing assessments, the BID can continue its mission of enhancing the area, promoting economic development, and creating a thriving and attractive environment for all stakeholders involved. #1 Priority Beautification The BID firmly believes that the transformation of Washington Avenue will significantly impact the entire Miami Beach community. In the coming years, our primary focus will be on beautification efforts. While the assessment funds provided to the BID are valuable, we recognize that they may not be sufficient to address the significant challenge ahead-the "white elephant in the room." The pressing need for improved lighting and captivating art installations calls for urgent attention to enhance the area's overall appeal. The BID has already achieved commendable success in attracting new businesses, which has positively contributed to the avenue's look and ambiance. However, we acknowledge that the next crucial phase requires a comprehensive approach. We are dedicated to pursuing artistic enhancements and envisioning innovative solutions to take Washington Avenue to the next level. By incorporating eye-catching elements, such as mosaics, we aim to create a visually stunning and captivating space that captures the essence of our vibrant community. A WASHINGTON AVENUE ANNUAL REPORT 2023 I 15 Challenge The BID successfully fought to keep Washington Avenue open to 5:00 AM. This was no easy task, and the battle is not over. We clearly understand that shutting down the entertainment district at 2:00 AM would destroy our momentum and reduce tourists and interest from potential investors to Miami Beach. This is the fifth year in a row that crime on Washington Avenue dropped. Homeless At the beginning of the year it was a struggle to control homelessness on the Avenue. However we partnered with police, and the homeless division to reduce the number significantly. However, we are aware that Miami Beach is experiencing a rise in homeless people on the street. This is not just a Miami Beach problem but a nationwide issue. Crime Crime has seen a big decrease, once again we partnered with the Miami Beach police to clamp down on areas where dealers sold illegal substance. As a result many dealer left the area and business owners are reporting safer street. Business Owners Only The BID held an Executive Board meeting each month to oversee the operation, and current and future plans for the Avenue. The BID's actions fully reflect the various dimensions of understanding business and property owners, locals, tourists, seasons, and the future. With that in mind, we listened and responded. The BID created monthly business owners' meetings to build an invested infrastructure. Hired sanitation ambassadors, created marketing opportunities, and historic monuments. To ensure effective communication and support for business owners, the BID established a convenient What's App group and conducted quarterly meetings. Through these channels, businesses stayed connected, received timely information, and were updated on important advisories. Supporting the needs of business and property owners, the BID provided valuable assistance with various aspects, including permits, licenses, marketing, promotions, management, and sanitation. By offering these essential services, the BID played a vital role in fostering a thriving and well-maintained business environment. A CONTINUED EXECUTIVE SUMMARY WASHINGTON AVENUE ANNUAL REPORT 2023 I 16 Inflation Inflation is not only affecting consumers but also the broader American economy, which has experienced setbacks in the past year. However, we anticipate that these challenges will gradually subside over the next few years, allowing the tourism industry to return to a more stable and predictable state. Presently, nearly 90% of small business owners are grappling with the impact of current economic trends, which include inflation, ongoing supply-chain disruptions, and staffing challenges. These factors have had an adverse effect on how they conduct their operations. Despite these hurdles, we remain hopeful that with time and concerted efforts, economic conditions will improve, leading to a more favorable environment for businesses and tourism alike. RECOVERY Police The Miami Beach Police have made significant efforts in ensuring the safety of Washington Avenue. Recently, the police department has adopted a proactive approach, committing - to deploying officers on foot to engage with both tourists and locals. This community-oriented policing model has demonstrated success in cities like Seattle, and I strongly believe it holds great potential for Miami Beach as well. By fostering direct interactions between officers and the community, we can further enhance security and create a safer and more welcoming environment for everyone on Wa Cruise Chips The resurgence of cruise ships has been a significant factor contributing to our positive momentum. We anticipate this trend to continue, with cruise ships playing a pivotal role in bringing more people to Miami Beach. As the industry grows, it promises to further enhance the appeal of our vibrant destination, benefiting the local economy and creating exciting opportunities for both residents and visitors. A BRIGHT FUTURE - CONTINUED EXECUTIVE SUMMARY WASHINGTON AVENUE ANNUAL REPORT 2023 117 The Washington Avenue Business Improvement District is filled with optimism and excitement about the future of Washington Avenue. Our well-thought-out plan of execution is geared towards continued growth in tourism, fostering community support, attracting new businesses, and elevating property values. We are already reaping the rewards of recent improvements on Washington Avenue. With the establishment of places like the Goodtime Hotel, Maxy Hotel, ESME Hotel, Washington Park Hotel, as well as ongoing construction projects and exciting clubs like M2 and Barroom, and the flourishing culinary scene with notable restaurants like Canes and Queen, we are experiencing a remarkable surge at a positive and astounding rate. To fully capitalize on this renewed travel demand, the BID is strategically planning a series of activations to extend a warm and inviting welcome to travelers, especially those crossing international borders, as they embark on their journeys once more. Our goal is to provide an unforgettable experience that leaves a lasting impression, drawing visitors back time and again. While the recovery has been largely driven by domestic and leisure travel, we firmly believe that the incremental return of business and international travel will be pivotal in shaping the future of tourism. By keenly understanding and adeptly meeting the needs of travelers, we have the potential to make a significant difference in their overall experience, making Miami Beach a preferred destination on their travel map. With the exciting new additions planned for Washington Avenue, we are confidently on track to embrace these changing travel trends and cater to the evolving preferences of tourists. The BID's vision for Washington Avenue remains steadfast - we are committed to creating a dynamic, vibrant, and inviting destination that continues to thrive and flourish in the ever-evolving travel landscape. In order to do so, we feel it's important to harness the real reason people come to South Beach. Therefore, we discovered that most people visit to relax, be entertained, and figure out what they want to do with their future. One way we do this is by providing a diversity of entertainment, sanitation and business development. BUSINESS ENTREPRENEURSHIP Through the use of facilities, the Washington Avenue Business Improvement District provides a platform for business owners to implement solutions developed in conjunction with Executive Board. We promote and encourage continued development by creating unique entrepreneurs to engage in developing ways to increase visibility, marketing strategies, safety procedures and create partnerships that brings unity through execution. SANITATION The Washington Avenue Business Improvement District through our sanitation program provided sanitation, directions & friendly services. We had every street marker on the WAVE repainted, fixed cracked streets, replaced trees, painted and replaced street poles, cleaned alley and streetscapes.
