SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) No. 2023-
461 -ND for Construction Manager at Risk Services for the Miami Beach Police
Department Headquarters Renovation Project
The purpose of this Letter to Commission (LTC) is to update the Mayor and City
Commission on the status of RFQ No. 2023-461 -ND, The RFQ seeks proposals from firms
interested in being considered to provide construction management at risk services for the
Miami Beach Police Department headquarters renovation project (General Obligation
Bond Project No. 48).
The City received proposals pursuant to this RFQ on August 14, 2023. Responsive
proposals will be reviewed by the Evaluation Committee in accordance with the criteria
established in the RFQ.
I have appointed the following individuals to serve on the Evaluation Committee:
• David De La Espriella, Major, Support Services Division, Police Department
• Francisco Garcia, Division Director, Facilities and Fleet Management Department
• Ariel Guitian, Senior Project Manager, Office of Capital Improvement Projects
• Thais Viera, Co Bond Program Assistant Director, City Managers Office
I have also appointed the following individuals as alternates:
• Paul Acosta, Assistant Chief of Police, Police Department
• Martin Calcano, Facilities Capital Projects Coordinator, Facilities and Fleet
Management Department
