SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) No. 2023-
461-ND for Construction Manager at Risk Services for the Miami Beach Police
Department Headquarters Renovation Project
The purpose of this Letter to Commission (L TC) is to update the Mayor and City
Commission on the status of RFQ No. 2023-461-ND. The RFQ seeks proposals from
firms interested in being considered to provide construction management at risk services
for the Miami Beach Police Department headquarters renovation project (General
Obligation Bond Project No. 48). On August 25, 2023, L TC#374-2023 notified the City
Commission that the City Manager had appointed an evaluation committee to review
proposals received pursuant to the RFQ. However, the following changes have been
made to the evaluation committee members.
I have appointed the following individuals to serve on the Evaluation Committee:
• David De La Espriella, Major, Support Services Division, Police Department
• Rick Clements. Chief of Police (Retired), Police Department
• Francisco Garcia, Division Director, Facilities and Fleet Management Department
• David Gomez, Division Director, Office of Capital Improvement Projects
• Ariel Guitian, Senior Project Manager, Office of Capital Improvement Projects
• Thais Viera, Go Bond Program Assistant Director, City Manager's Office
I have also appointed the following individuals as alternates:
• Paul Acosta, Assistant Chief of Police, Police Department
• Martin Calcano, Facilities Capital Projects Coordinator, Facilities and Fleet
Management Department
• Jovan Campbell, Captain, Patrol Division, Police Department
• David De La Espriella, Major, Support Services Division, Police Department
