SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) No. 2023-
431-ND for Debris Removal and Disaster Recovery Services
The purpose of this Letter to Commission (L TC) is to update the Mayor and City
Commission on the status of RFP No. 2023-431-ND. The RFP seeks proposals from
disaster recovery contractors interested in being considered to provide debris removal
and support services to the City during emergency recovery efforts following declared
disaster event(s).
The City will receive proposals pursuant to this RFP on September 15, 2023. Responsive
proposals will be reviewed by the Evaluation Committee in accordance with the criteria
established in the RFP.
I have appointed the following individuals to serve on the Evaluation Committee:
• Michael Atkin, Greenspace Division Director, Public Works Department
• Michael Clark, Superintendent, Sanitation Department
• Juan Mestas, Deputy Fire Chief, Fire Department
• Stanley Payne, Stormwater Superintendent, Public Works Department
• Alvaro Rueda, Superintendent, Sanitation Department
I have also appointed the following individuals as alternates:
• Carlos Cuervo, Meter Shop Operations Supervisor, Public Works Department
• George Ruiz, Assistant Director, Sanitation Department
• Monique Richardson, Greenspace Assistant Division Director, Public Works
