The procurement process required that all bids be sealed until the City Manager issued a recommendation, which occurred on September 20th. With a Commission meeting just a week later, and Yorn Kippur in the interim, there simply is not enough time for residents and neighborhood associations to review and comment on the bid proposals before a Commission vote. Doing this at a special meeting in just a few days appears rushed and is counter to an open and transparent process consistent with Residents Right to Know and residents right to be heard at a regular meeting.
